Hello my web has been hit for external links maybe because of the work of SEO consultants y had before.
The web name is http://www.propdental.com
Some seo consultants will try to use the disalow tools on webmaster tools
other recomends to do another web with the content wich is very rich and start over again with a new domain
I would like to know what is your opinion

Do what Irving said, park the domain just in case you need it.
Use opensiteexplorer.org to get a clear picture of your backlinkprofile and start cleaning up suspicious and bad links that point to your site: http://www.opensiteexplorer.org/links?page=1&site=www.propdental.com&sort=page_authority&filter=&source=external&target=page&group=0
Look at the domain and page authorities of the page linking to you, look at the title of the page, look at the link anchor text or image their using. Don't like what you see? Add them to the Google Disavow Tool
You could also always contact the webmaster of the site pointing/linking to your website and kindly ask them to remove the link or adjust the link (sometimes adjusting the anchor text is enough).
This should help you on your way back to a healthy backlink profile.
Offcourse besides cleaning up the backlinks, gain some new ones and prehaps do some guestposting or something to influence things more positively.

I would work on cleaning up the existing site first.You have to make a sincere effort at removing links before using the disavow tool.
Might be a good idea to grab a new domain and park it now so it begins aging in case you are unsuccessful at unwinding the penalty.

I'm seeing thousands of no-follow links on spam sites. Can you help figure it out?
I noticed that we are receiving thousands of links from many different sites that are obviously disguised as something else. The strange part is that some of them are legitimate sites when you go to the root. I would say 99% of the page titles read something like : 1 Hour Loan Approval No Credit Check Vermont, go cash advance - africanamericanadaa.com. Can someone please help me? Do dead/inactive links matter?
In cleaning up the backlink profile for my parent's website, I've come across quite a few dead links. For instance, the links in the comments here: http://www.islanddefjam.com/artist/news_single.aspx?nid=4726&artistID=7290 Do I need to worry about these links? I assume if the links are no longer active, and hence not showing up in webmaster or moz reports, I can probably ignore them, but I'm wondering if I should try and get them removed regardless? I've read that google is increasingly taking into account references (i.e. website mentions that are not links) and I don't know if inactive spam links might leave a bad impression of a website. Am I being overly paranoid? I imagine disavowing them would be pointless as you can't attach a nofollow tag to an inactive link.

Suspicious external links to site have 302 redirects
Hi, I have been asked to look at a site where I suspect some questionable SEO work, particularly link building. The site does seem to be performing very poorly in Google since January 2014, although there are no messages in WMT. Using WMT, OPenSiteExplorer, Majestic & NetPeak, I have analysed inbound links and found a group of links which although are listed in WMT, etc appear to 302 redirect to a directory in China (therefore the actual linking domain is not visible). It looks like a crude type of link farm, but I cant understand why they would use 302s not 301s. The domains are not visible due to redirects. Should I request a disavow or ignore? Do I need to undo a 301 redirect to dissavow links from the source domain?
A client came to me after being hit by Penguin and had already performed a 301 redirect from site A to Site B. Site B was subsequently hit by the penalty a number of weeks later and we are planing on performing link removal for Site A. Only the webmaster tools account for Site B exists, none is still available for site A. I assume that I cannot dissavow links to site A from Site B's webmaster tool account (even though website A's links show up in the GWT account). So do I need to undo the 301 and then create a new GWT account for site A in order to disavow the links pointing to site A, or can I submit from Site B's GWT account since they are 301'd to site B? Cross linking websites of the same company, is it a good idea
As a user I think it is beneficial because those websites are segmented to answer to each customer needs, so I wonder if I should continue to do it or avoid it as much as possible if it damages rankings...

Is OSE data reliable and removal of malicious inbound links?

Are unusual chinese links likely to be black hat?
Hello, I noticed that this onepage website: http://www.clearpixel.net/ ranks at #11 for web design London so I did some research using SEO Moz Pro. Turns out that alll their links are from Chinese directory style sites. Does this demonstrate black hat SEO? If not, how do I go about getting links on Chinese sites with .gov urls.
