Winning Link Building Strategies for 2013

I was just looking at a forum post written on SEOmoz back in Jan 2012 about the best strategies for 2012 and the first recommendation I saw was blog networks - OUCH!
What are your thoughts on which link building strategies you think will work well in 2013 in order of effectiveness?

Yes, it does hurt
. Previously, it was easy enough to get higher rankings in SERP by doing some submission works like article directories, blog commenting, forum spamming etc. But thankfully, this has come to an end. I am getting links on people's wordpress blogs but are not showing up on the just discovered tool. Is it true that wordpress links are no-follow links that do give off any link-juice?
A blogger told me that "wordpress.com does not allow blogs to show advertisements or use links to sites that sell merchandise of any kind" is this true? Am i wasting my outreach time trying to get links from wordpress operated blogs?

Is tiered link building a good thing?
I think that I have watched all the webinairs and online courses available on the web, but I still don't seem to know how and where to get links from. I know what type of links I should be getting and what type I should be avoiding, but that little luck so far. I came across the website of Matthew Woodward about tiered link building where he explains how to do this type of link building in depth. It seems quite interesting but also a lot of work so I don't want to invest my precious time in something that will be penalised by Google in the near future. Is there anyone that can give me some reason why I should or shouldn't do this?

When link building is returning little success, what is a good plan b?
I know that in an ideal world you would be able to create an amazing site with great content that every one would link to. But what if you're not able to so this, what if you the market you're in is very competitive and you're struggling to find good link partners. I know I can submit to directories and article/press sites but surely this isn't enough to get me any where near my desired goal! I guess I'm asking: is gaining reciprocal links the be and end all of Serps, am I missing any other SEO techniques to get my site higher up the rankings?

Link Building Methods
Hi, If i hire a SEO company, what kind of links they will build for me. If anyone own a seo company can you let me know.My question is if i create a new website, what kind of link building techniques should i use other than, articles, press releases, social bookmarking, directories. As i am competiting with very tough competition. I have analyzed my competitors and they bought sitewides which are paid ones. How much Link Building?
I'm wondering how much additional directory links to a site, on a monthly basis, would be too much, and potentially seen as too manufactured in Google's eyes. I am referring specifically to good quality, or relevant, directory links, nothing very spammy. I know there is no specific number, just wondering what the consensus is. Would a 10% monthly increase in linking root domains generally be considered too much? 5%? Thanks for your input!

When rebuilding a site, when should you start building links?
We are in the process of completely rebuilding our web presence. We went ahead and started a blog using Hubspot while we are redesigning everything and writing all new content. The new site will be live in early August. The question is when do we start making a big push with Linkbuilding? I am currently trying to promote the Blog but I'm wondering about linkbuilding for the rest of the site? Do we wait until the new site is live or do we start doing it now? The new site will be completely different from the old site?
