What is keyword rich anchor text?

So, I have searched around the internet but, I still can't find the answer.What is Keyword Rich Anchor Text? Is it basically just exact matching to the page. For example if my page was www.randonmpage.com would a keyword rich anchor text be randompage? Thanks.

Keyword rich anchor text refers to links containing your target keywords within the link text - as opposed to links which say "click here", "link", the domain name, the website name, and so on.
If, for example, you sold grey outdoor widgets, keyword rich anchor text would be phrases like "Buy grey outdoor widgets online", "this selection of grey outdoor widgets", etc.
Exact match anchor text - e.g. "grey outdoor widgets" - would be considered a type of keyword rich anchor text - but post-penguin, something to avoid overdoing. Instead you should be trying to get a variety of links, some keyword rich, some with no keywords at all (like "click here", the URL, etc). A smattering of exact match anchor text is still useful, though.

Yes that is correct, if the page you are trying to rank is for the phrase "dog training" a keyword rich anchor text would be one that had dog training as the anchor test

So, I'm running competitor websites through Open Site Explorer and following the link from Moz to where their link is coming from. It has the anchor text 'Christmas Gifts'. Will online PR with optimized anchor-text hurt my SEO efforts?
With Google's recent phishing expedition and increased focus on natural link profiles etc where does this leave PR distribution with optimized anchor-text? Using the pai for PR distribution services has always been a great way to build backlinks but I just wonder whether these will be considered over-optimised in future?

If I write a PR release on a site such as PRweb with anchor-text links that is picked up and published by other news sites, do the engines consider this duplicate content or additional, beneficial links?
I recently wrote a news release on PRweb that was picked up identically by 8 other news websites, with the same anchor-text links as the original. Does it pay to change link text internally?
Most of my internal pages have their best links from within our site (of course we are trying to change that). Is it worth the effort to sculpt the link text to show varied text instead of most all showing the same link text? Or is that only important from external links?

How specific does keyword anchor text need to be?
I'm trying to get to the bottom of something. If you are trying to optimise for a phrase e.g. "Keyword 1 Keyword 2" And your anchor text is something like "Keyword 1 keyword 2 Another word" Does this still provide as much weight for "keyword 1 keyword 2" or does the additional word come into play and dilute the effect? If it does come into play does it have much of an effect?
