What does the "base href" meta tag do? For SEO and webdesign?

I have encounter the "base href" on one of my sites. The tag is on every page and always points to the home URL.

<base> allows you to set the default attributes for links on the page. For example if I set <base href="http://www.mydomain.com/"> then I can make a link to and it will point to http://www.mydomain.com/mypage.html

My target keyword is "moringa powder" but my product title is "moringa ultimate original powder". Is this a problem?
The focus keyword is "moringa powder". The product title and default H1 tag is "moringa ultimate original powder". The url also has "moringa ultimate original powder". Yoast is saying the keyword does not appear in the url or any subheadings. How "Top" or "Best" are considered when in front of keyword
I would like to know if someone has proven info how google today counts words "Top" or "Best" when in front of main keywords you try to rank for. For example, if I have a keyword like "Restaurants in Madrid" and I optimize that page without using words "top" or "best" will it have good rankings for keywords "top restaurants in madrid" and "best restaurants in madrid" ? I suppose that google is smart enough to know that web page should be good ranked even without using those 2 words but would like to know percentage of my loss if I just exclude those words from title tag and other important onpage factors. I want to rank high for all the 3 combinations, with "top", with "best" and without it in front so searching for best solution. I plan just to add one of those words, for example "top" and hope that google will know that "top" = "best" 🙂

Is it OK to include name of your town to the title tag or H1 tag on a blog to enhance local search results
I recently attended a webinar by ETNA Interactive on local search SEO. The presenter recommended including the name of your town in the title of the blog to increase local search SEO. Is this OK? Ive always been concerned that it is such an obvious attempt to rank locally that Google would consider it "spammy" ? black hat, "sketchy" or otherwise manipulative. Have the rules changed? The word "in" between 2 keywords influence on SEO
Does anybody know when you have the word "in" between two keywords has this a negative influence in Google? For example: "Holiday Home Germany" is the search term in Google

Does Title Tag have to be in the HEAD tag?
We are using templates that load the same header for every page. I'd like to just include a different title tag in the "body" template of each page. If I was to do this, does it affect SEO at all?

Best practice for Meta-Robots tag in categories and author pages?
For some of our site we use Wordpress, which we really like working with. The question I have is for the categories and authors pages (and similiar pages), i.e. the one looking: http://www.domain.com/authors/. Should you or should you not use follow, noindex for meta-robots? We have a lot of categories/tags/authors which generates a lot of pages. I'm a bit worried that google won't like this and leaning towards adding the follow, noindex. But the more I read about it, the more I see people disagree. What does the community of Seomoz think?

SEO value of "in the news" links on home page?
Notice more sites have an "in the News" section on the home page, or something similar like press releases... Apart from providing users fresh content, is there an SEO value to this? What is the explanation for this? Have a feeling the answer is obvious but just not too sure Thanks a lot.
