Narrowing keywords or build more pages - Startup

I provide local services to a number of small cities and am trying to decide the best way to attack local keywords. I need to decide if I should target all 4 cities or narrow it down to 1 or 2. I used the google keyword tool and none of my keywords have enough results to show data so I am left guessing by using the nearest major city and population sizes.
Anyway, I have read over and over about how keywords in the title / description are imperative. Well, thats tough to accomplish without being spammy when you offer two services for four cities. I don't think lakeville snow removal, apple valley snow removal, eagan snow removal makes for a good title of a page. Also, it's not an easy task to get any kind of keyword density in the content as well. So how do you recommend I attack this?
I have seen sites that create a page for each keyword with basically the same content excpet replacing city x with city y and they do well. I find this spammy and hope that eventually they get penalized for it. I guess I would be willing to do it, but would prefer a more natural solution.
One more question, if I do keyword a single city, say Lakeville, what is the prefered way to keyword the home page compared to the service pages. Example, I have a snow removal page that the keywords would be lakeville snow removal and a lawn care page with the same.. So what is the target for the home page?

This is the point where SEO becomes as much art-form as science. Creative implementation is the challenge you're talking about and there is no single "right" answer.
I can tell you that in some niche's and some cities I have seen sites that go the spammy route penalized over time, though yes, it is still possible to get away with it in some situations. personally I don't encourage it because all that effort could not only be lost overnight, but recovery could then be more challenging afterward.

In both of these examples, I ensured to keep the Page Title within reasonable length for viewing in Google results, opting to cut out a 2nd tier word in exchange for additional town references.
NOTE: I would not attempt to optimize more than that on any single page - that's the upper limit because it could get stupid, dilute SEO, and annoy prospective readers.

Photographer home page seo
I have a question about the best way to optimize a photographer's homepage for SEO. It's a simple answer if you specialize in one or two things but in my experience many beginner (and even seasoned photographers) will shoot whatever they can get their hands on. Perhaps you mainly shoot weddings and engagement sessions but you also shoot newborns from time to time, family photos, high school seniors and generic head shots. Granted the short answer may be to simply suggest that they specialize however coming from the photography world that isn't always feasible. Of course we'd suggest that they should create a page for each specialty to optimize for that specific keyword, but I'm talking mainly about the home page. Dallas Wedding Engagement Family Newborn headshot photographer looks pretty spammy and I'm sure Google won't like that either. In some cases you can definitely group things together, like family, senior portrait and new born could feasibly be grouped into "Dallas family portrait photographer" etc, but in other instances where you shoot everything not so much. So with that being said, in terms of optimizing both the title tag and content on the page (easier to separate out) what would your advice be?

Which keyword for title
I'm trying to figure out what to use for my title text. It's for a structural steel fabrication company. Adwords has the average monthly searches for "structural steel" and "steel fabrication" identical at 5,400. It has "structural steel fabrication" at 390 which I get that since its longer and a little more specific will have less searches. My question is if I make the title "structural steel fabrication" does google just see it as 1 big keyword or will it rank for "structural steel" and/or "steel fabrication"? What would any of you go with here? All 3 keyword strings make sense for the person seeing the title. Thanks for any advice you can give, Clay

On Page OPtimisation Query
6 weeks ago, we attempted to improve the on page optimisation for the following keyword 'wedding venues ''edited''' on the following page: ''edited'' I just checked when the page was last crawled by google by checking the cache date in the SERPs which is the 27th of May 201?. We have been tracking the keyword 'wedding venues ''edited''' with the moz keyword ranking tool for the last little while and we've seen no real improvement, in fact we've dropped back a bit in the SERPs to 53rd (Moz says 'Not in top 50', it was 53rd when i last manually checked). I understand that we have to be building links to our site, but i still hoped we would be doing better than this for this keyword with the work we've done does anyone have any advice on how we can improve? Have we over optimised? We would really appreciate any help!

Question about ranking for long tail keywords
So I am looking at some long tail keywords for my web design company, for example: "website development and design company" The top results are websites that are not optimized for that specific keyword but about "web design & development" in general. The top ranking sites also have quite high PA with lots of links. If I were to create a page specifically about that term would it be fairly easy to rank for since the top ranking pages are not optimized for that keyword?

Not Set Keywords
Hi, we have recently been working on our site's keywords and we have seen an increase in traffic. As I monitor my keywords, I see that the Not Set keyword has increased a great deal and now become my top keyword. I researched some but all I got is that users are bookmarking my page or using other avenues to reach my website. Can anyone give me a more concrete answer? Is this bad? My site fell off the serps for two keywords I tried to optimize the home page for
I was doing some keyword research about 45 days ago and stumbled across two keywords that I was ranking in the mid hundreds and decided I wanted to see if I could rank them. I went in and changed my title to my blog, and the description. Then about a week later I changed my mind and wanted to go for two other keywords so I changed it again. Then within a day or two, my site completely fell off the serps for those two key words that I changed the title to optimize for. None of my other rankings were effected for any of the other keywords, in fact most of my keywords have risen because of recent backlinking. I thought it was just a temporary google bounce because I was playing with my title of my blog or something, but after almost two months I am still nowhere to be found for words that I should easily at least be in the top 1000, especially because I was at about 150 by accident. Anyone have any ideas on what might have happened? Thanks.
