Should you ever change your anchor text ?

I have a question about anchors. I have done all my own seo over the last 3 years, with tools from various sites. I had an seo audit done about 1 month ago and was told my link profile was very natural.
They had one recommendation. To go back over my link profile and ask some webmasters if they would change the anchor from the name of my site or my url to a more seo friendly phrase. This seemed logical. I never did a lot of anchor text just name or site or url.
Anyway, over last 4 weeks I have messaged several webmasters and asked to have anchor text changed to something along the lines of the keywords Im targeting. Tedious task to go through all the links but I changed several anchors to what was recommended. I was also out link building at same time.
These last links and I got several of them all natural links after 16 hours work days. Are all will seo friendly anchors, because as Ive gotten more experienced my links have gotten more in lines of what is "seo friendly" or at least I hoped.
I asked one webmaster to change my anchor and he warned me I would be slapped with a penguin penalty and wouldn't recommend I do this. I have already done this to several of my links. Then today the new seomoz update came up and I was down on DA and PA by 3-4 points. Do these have anything to do with one another and have I been given bad advice and can I fix it if I have ? Sorry about long post just a little confused. I don't want to step into penalty land and not know I did.

While it's nice to have a mix of SEO friendly, anchor text links, the problem (as Omar pointed out) is that it creates patterns that search engines can easily detect which heightens the risk of an over-optimization penalty or filter.
DA and PA are calculated independent of anchor text, so the drop you saw hopefully had nothing to do with your "link correcting" and was instead likely a natural fluctuation in these metrics.
I wouldn't worry too much about the links you already changed - unless you notice your rankings and traffic drop. If this happens, you may need to go back to those webmasters on your hands and knees and ask them to change it back.
Otherwise, the best strategy you can pursue is to build new links to boost and balance your profile... naturally.

You shouldn't have more than 50% of your links anchor text optimized. By and large your top anchor text should be your brand/compnay name, website url, or brand + keyword.
I wouldn't recommend continuing to "over" optimize your anchor text because you do risk getting a penalty with that strategy. If I were you I would use opensiteexplorer and run a link profile of the top ranking sites for your keywords and get a feel for how many anchor text optimized links they have for the targeted keyword and also look at the % of brand/company anchor links vs total links to get an idea of a good mix to help you rank.

Over Optimised Anchor Text (Internal & external)
Hi First - is it possible for internal anchor text to be considered 'over optimised' in terms of diversity or does that just apply to external backlinks ? For example If you have a main site section/page thats about a service you offer and you call the page this service and the URL this service and then link to it from many internal locations (but in a logical useful manner not just for the sake of it) using this service/keyword as the link anchor text i take it this WONT ever be considered over optimised anchor text since is completely in context, makes sense, is useful and after all is what the page/section is called (so would be strange to call it and link to it via any other term) ? Second - I have a project who's backlink profile is nice and diverse and could by no means be considered over optimised on a domain level. However looking at page level a main site section/page (as above) has only one back link with exact match anchor text from the BOTW directory, so in regard to that page keyword rich anchor text from this one backlink is at 100%. However the anchor text is what the page/section is called (title and url). I presume that this is also unlikely to be considered over optimised (since makes sense, is logical helpful and would be strange to name it anything else) or could it be considered over optimised ? Best Anchor Text Practices Post Penguin Panda
my question is what are the best practices Post Penguin and Panda for anchor texts? I have heard info about using brand names, and not having duplicate anchor texts. But i'm confused; if its best to have brand names then likely it will end up being duplicate. Also is having no anchor bad? I have also heard that it is best just to use the website URL. It would be great if someone could clear this up for me thanks.

Can a sitewide backlink with exact anchor text penalize my website?
A few years ago, I exchanged a link with another website. In the meantime, this other website grew quite fast and now they just added a forum. The backlink from their website is sitewide and is using the anchor text "best web hosting". According to Google, this backlink now appears on 117,000 pages of the same domain. Yesterday, I just got a warning from Google: "We've detected that some of your site's pages may be using techniques that are outside Google's Webmaster Guidelines..." Could that sitewide link be one of the causes? Of course I know there are tons of bad links to my site but I'm wondering if I should get this one removed. How to have an internal call to action with an anchor that employs the correct internal linking practices?
I wanted to put a call to action in my internal profiles, but I'm not able to get out of the classic "check out" and "learn more" links. Right now the best copy I've been able to come up with is: <nickname>is using StyleJam for his web design portfolio - check out the benefits </nickname> Where "check out the benefits" is a link to my home page. I wanted to understand first of all how important this is, and second what techniques you use for internal calls to action. TIA.

Ever Get disillusioned with SEO
Many times now we have pushed certain keywords for homepage listings but we have found the traffic levels to be very poor and many cases first page listings turn out to be vanity. The frustrating thing is that sometimes we have to tell some of our SEO customers that in order to get a good market share for there industry they will always have to do google adwords.
