How could Google define "low quality experience merchants"?

Matt Cutts mentioned at SXSW that Google wants to take into consideration the quality of the experience ecommerce merchants provide and work this into how they rank in SERPs. Here's what he said if you missed it:
"We have a potential launch later this year, maybe a little bit sooner, looking at the quality of merchants and whether we can do a better job on that, because we don’t want low quality experience merchants to be ranking in the search results.”
My question; how exactly could Google decide if a merchant provides a low and high quality experience? I would image it would be very easy for Google to decide this with merchants in their Trusted Store program. I wonder what other data sets Google could realistically rely upon to make such a judgment. Any ideas or thoughts are appreciated.

I would agree that the Google Trusted store would be a good place for them to start, very convenient.
They could also use ratings from other review sites, like Yelp, etc. and possibly even social signal via Google Plus, Twitter, etc.

I can see them doing something with longevity tracking and repeat customers. They could possibly track to see if people are return shoppers to a site.
And then there is the obvious reviews of a store from Google Wallet users when you are a Google Wallet store.
I think there are other things that they could do just in the design of a site. They could possibly figure out what design elements make an experience easier on the shopper.

I'm hoping that Mozzers can weigh in with any recent experiences with eCommerce SEO..... I like to assume (perhaps incorrectly) that Google's 'Quality' filters (formerly known as Panda) have evolved with some intelligence since Panda first launched and started penalising eCommerce sites for having thin product pages. On this basis i'd expect that the filters are now less heavy handed and know that product pages with no or little product description on them are still a quality user experience for people who want to buy that product. What are the top tips for winning on Google, Bing, and Yahoo?
We just launched a new site that is starting to be indexed well in Google, but Bing and Yahoo are lagging a bit. I understand that the search engines are different algorithms and will take different lengths of time to index, rank, etc. What I'm curious about is are there any other tips / advice / things to keep in mind when trying to rank on the different search engines? Will Ranking Reports be Affected with the new Google Changes?
For example: Raven stopped use of scraped Google, SEMRush data on Jan. 2 Raven stopped offering unauthorized Google SERP rankings and keyword data (a.k.a. scraped Google data) on Jan. 2, 2013. The change included the retirement of the SERP Tracker and the elimination of SEMRush data from the Raven platform. Decent rankings in Google, nothing in Bing and Yahoo
Hi there, I'm in the process of SEOing a site in a very competitive sector, the short term loans market. The URL for the site is http://www.piggy-bank.co.uk. I've managed to get a fair bit of success in Google for some very competitive keywords like short term loans, short term lender etc but in Bing and Yahoo I'm having no luck at all, with only 2 visits in the past month and no decent rankings!! I think I'm doing everything right, with regular new content on the site, decent technical SEO, semantic site structure, regular site map upload, a 10 year old domain, holistic link building through guest blogging etc, but still no luck at all. Looking at the webmaster tools in Bing, 95% of the URLs are indexed, but I'm getting such a low impression count, and obviously, an even lower click through. Am I missing something really obvious? Does anyone have any suggestions to improve my Bing and Yahoo rankings? I've worked on 100s of other sites and Yahoo and Bing tend to be the easy win to make the client happy 😉 Thanks in advance for your help. Dan

Google changing case of URLs in SERPs?
Noticed some strange behavior over the last week or so regarding our SERPs and I haven't been able to find anything on the web about what might be happening. Over the past two weeks, I've been seeing our URLs slowly change from upper case to lower case in the SERPs. Our URLs are usually /Blue-Fuzzy-Widgets.htm but Google has slowly been switching them to /blue-fuzzy-widgets.htm. There has been no change in our actual rankings nor has it happened to anyone else in the space. We're quite dumbfounded as to why Google would choose to serve the lower case URL. To be clear, we do not build links to these lower case URLs, only the upper. Any ideas what might be happening here?
