Should this site be punished?

Every summer for the past 4 years one of our customer's competitors suddenly has a big jump in Google's (.co.uk) rankings for some of the main industry phrases, particularly "air conditioning".
We were always under the impression that they bought links before the busy summer season, as they have these strange massive jumps in the rankings. (for the rest of the year they often drop down) I recently checked out some of the back-links going to their site and noticed something I'd not seen before. Of the (approx) 480 links that showed up, around 80% of the SourceURL's ended with "?Action=Webring" (see 1st attached image).
To me it doesn't look natural at all and I'm surprised that Google hasn't picked up on. Their site is www.aircon247.com. It had been mentioned to me that this may be to do with link sharing sites (which I assume is black-hat) but I'm not 100% sure that they are doing this.
They also have an identical long spammy-looking footer at the bottom of every page which is clearly only for search engines to see. We reported it to Google a year ago but no action was taken. Do you think that it is acceptable to have it on every page? (see 2nd attached image)
I would be interested to know your thoughts on both of these, and whether this would be a dangerous tactic to try and emulate?

Yes they "should" be punished. But they probably won't, at least not for a long time. To Google's own detriment they don't act on spam reports nearly enough, which results in spam working more than it should, which results in more spam... and frustrated competition who were playing fair deciding "If you can't beat them, join them". The all the combined intelligence over at Google you'd think they'd figure out that for long term benefits it's best to act on the spam reports instead of just gathering data from them.

My personal view, although I'm sure some will disagree and stamp on my toes, is that complaining about competitor tactics is a waste of time. The chances of Google adding a manual penalty based on your report is very, very slim so your time is better spent working out ways to beat them the right way.
Looking at their backlink profile, there are a huge amount of paid links, general directories and not really much else. With that in mind I'd say that although they have a decent amount of linking domains it should be possible to beat them without using the same tactics.
Another thing to remember is that even if you did go down the route of trying to copy their method you wouldn't be guaranteed to succeed so might waste a load of time and money with nothing to show but a penalty.
As for the spammy footer... it might be adding some benefit to their site but I doubt it's having a huge impact... and it just looks horrid!

Competitor has same site with multiple languages
Hey Moz, I am working with a dating review website and we have noticed one of our competitors is basically making duplicated of their site with .com, .de, .co.uk, etc. My first thought is this is basically a way to game the system but I could be wrong. They are tapping into googles geo results by including major cities in each state, i.e. "dating in texas" "dating in atlanta" however the content itself doesn't really change. I can't figure out exactly why they are ranking so much higher. For example using some other SEO tools they have a traffic estimate of $500,000 monthly, where as we are sitting around $2000. So, either the traffic estimates are grossly misrepresenting traffic volume, OR they really are crushing it. TLDR: Is geo locating/translating sites a valid way to create backlinks? It's seems a lot like a PBN.

Duplicate content site not penalized
Was reviewing a site, www.adspecialtyproductscatalog.com, and noted that even though there are over 50,000 total issues found by automated crawls, including 3000 pages with duplicate titles and 6,000 with duplicate content this site still ranks high for primary keywords. The same essay's worth of content is pasted at the bottom of every single page. What gives, Google?

Duplicate content - multiple sites hosted on same server with same IP address
We have three sites hosted on the same server with the same IP address. For SEO (to avoid duplicate content) reasons we need to redirect the IP address to the site - but there are three different sites. If we use the "rel canonical" code on the websites, these codes will be duplicates too, as the websites are mirrored versions of the sites with IP address, e.g. www.domainname.com/product-page and 23.34.45.99/product-page. What's the best ways to solve these duplicate content issues in this case? Many thanks!

Whitehat site suffering from drastic & negative Keyword/Phrase Shifts out of the blue!
I am the developer for a fairly active website in the education sector that offers around 30 courses and has quite an actively published blog a few times a week and social profiles. The blog doesn't have comments enabled and the type of visitor that visits is usually looking for lessons or a course. Over the past year we have had an active input in terms of development to keep the site up to date, fast and following modern best practises. IE SSL certificates, quality content, relevant and high powered backlinks ect... Around a month ago we got hit by quite a large drop in our ranked keywords / phrases which shocked us somewhat.. we attributed it to googles algorithm change dirtying the waters as it did settle up a couple of weeks later. However this week we have been smashed again by another large change dropping almost 100 keywords some very large positions. My question is quite simple(I wish)... What gives? I don't expect to see drops this large from not doing anything negative and I'm unsure it's an algorithm change as my other clients on Moz don't seem to have suffered either so it's either isolated to this target area or it's an issue with something occurring to or on the site? Partner Site In Bound Links
We have a staffing agency client that uses a 3rd party site (with different URL) to display open jobs for web viewers to see. However we are getting a bunch of backlinks from this site from the footer because it is set up as a White Label... Should I add a rel=nofollow to the links in the footer? Disavow the links from the site? Do nothing? I am not really sure. Thanks!

Why is our site being penalized?
The rankings for our transcription site (gmr transcription) fell around Jul 19. Its been an uphill task to get the rankings back particularly for the keyword 'transcription services'. As per our opinion except for one competitor the rankings of the other top 4 makes no sense to us. We have tested our site and there seems to be no reason for it to be penalized. After a month of trial I am reaching out to the community for advise.

Link Building: High Ranking Site vs. Relevancy
Hello, When link building, is it acceptable to link with a site that has high authority but has minimal relevancy to our site? For example, if we sell nutritional products and the link exchange would be with a site that relates to free coupons, would that work? Also, if we are publishing articles on other sites, should we also publish them on our own site? Should we add "nofollow" if we publish them in our site?

Auto-link inside your own site to the same domain is white-hat?
Hi, I am using a plugin in wordpress that make auto link for some certain keywords in my site suppose: My site is example.com My important keyword is: sample and across the domain example.com through out the content if there is the word: sample it is linked automatically to example.com I like your opinion about this practice, if it may carry any kind of punishment by SEs?
