I am wondering if I should use the Meta 'Cache" tag?

I am working on removing unnecessary meta tags that have little impact on SEO and I have read so many mixed reviews about using the Meta 'Cache' tag.
I need to informative information on whether or not this tag should be used.

Cache tags are associated with caching of the page for faster downloads .
instructs the browser to download the information from the local cache instead of getting information from the network server allowing decreased load time.
The exact opposite is where the browser will not use the local cache and download the information from the server.
As a best practice, cache should be controlled through HTTP headers ("Expires", "Cache-Control: max-age" and "Last-Modified") instead of using Meta.
The other option is to use .htaccess code for caching of images and other content to speed up load time.

In the Search Console of our Google Webmaster account we see 3 "no return tags" errors. The attached screenshot shows the detail of one of these errors. I know that annotations must be confirmed from the pages they are pointing to. If page A links to page B, page B must link back to page A, otherwise the annotations may not be interpreted correctly. I'm hoping someone in the Moz community can help me with this one! Essentially, we have a .co.uk brand which wants to have more of an international presence. My question is, purely based on the fact that we're a .co.uk, will we find it more challenging to develop a search engine presence in European/BRIC markets? How to solve the meta : A description for this result is not available because this site's robots.txt. ?
Hi, I have many URL for commercialization that redirects 301 to an actual page of my companies' site. My URL provider say that the load for those request by bots are too much, they put robots text on the redirection server ! Strange or not? Meta Tag Description Warning is wrong. Description is indexed and shows.
My crawl report shows that there are 22 Meta Tag Descriptions missing. I double checked on Google and it shows the meta descriptions just fine. What's wrong with the report or am I missing something?
