Quality links are beneficial, but are neutral links detrimental?

So obviously a link profile featuring quality / authoritative / relavant in-bound links is preferable, but here's my question:
If I'm starting work on a brand new domain, should I build links that one would consider neutral (i.e. from a non-spammy, but unrelated site) or should I not bother and only focus on quality links?

Try and do you best to stick to quality websites for links but most importantly make sure the link is tied to relevant content. Beyond that i always look at 3 factors when choosing places to reach out to:
- Do they have a domain Moztrust above 2
- Are they currently indexed in Google
- Is the content focused, relevant and to the point
Also if you ever want a sanity check on your link profile, http://www.linkdetox.com/, does an awesome job of automating the process of telling you good, suspicious and toxic links in your profile. Plus it is only $40 for the tool which is totally worth it!

Backlink Profile: Should I disavow these links? Auto-Generated Links etc
Hello Moz Community, At first I wanted to say that I really like the Q&A section and that I read and learned a lot - and today it is time for my first own question 😉 I checked our backlink-profile these days and I found in my opinion a few bad/spammy links, most of them are auto-generated by pickung up some (meta) information from our webpage. Now my question is if I should dasavow these links over webmasters or if these links shouldn't matter as I guess basically every webpage will be picked up from them. Especially from the perspective that our rankings dropped significantly last weeks, but I am not sure if this can be the real reason. Examples are pages like: https://www.askives.com/ -Auto-Generates for example meta descriptions with links http://www.websitesalike.com/ -find similar websites http://mashrom.ir/ -no idea about this, really crazy Or we are at http://www.europages.com/, which makes sense for me and we get some referral traffic as well, but they auto-generated links from all their TLDs like .gr / .it / .cn etc. -just disavow all other TLDs than .com? Another example would be links from OM services like: seoprofiler.com Moreover we have a lot of links from different HR portals (including really many outdated job postings). Should we nofollow footer social links?
Like most sites today we have a whole raft of social links in our footer, these are on every page of the site and link out to Facebook, Twitter, YouTube, etc Should these links be nofollow to avoid juice leaving our site or would you recommend allowing them to be followed to increase the power of these social sites? Is there a definitive Yay or Na on these social links?

Devalued links or negative affect?
Hi there, I'm looking into an issue with a site that was hit after Penguin was introduced. The site lost 70% of traffic over night. The site in question seemed to have a large number of backlinks with over optimized anchor text which seems to most likely be the reason for drop in rankings. But there is also some links from blog networks here too unfortunately, so my question here really is do Google just devalue these links and discount them from consideration in their ranking algorithm or do the links still count but instead of adding positive affects in SERPs add a negative affect? My reason for this question is I'm trying to determine whether it's worth saving this website or just starting fresh with a new domain. That does bring me to another question, if I have to start fresh on a new domain is it a possibility to reuse the content from the old site? (providing I remove the URLs from Google via Webmaster tools). Any help/advice/answers here would be greatly appreciated. Thanks in advance.

Do web pages have to be linked to a menu?
I have a situation where people search for terms like, say 1978 one dollar bill. Even though there never was a 1978 one dollar bill. I want to make a page to capture these searches but since there wasn't such a thing as a one dollar bill I don't want it connected to the rest of my content which is reality based. Does that make sense? Anyway, my question is, can I publish pages that aren't linked to my menu structure but that will be searchable or, am I going to have to figure out a way to make these oddball pages accessible through my menu?

Is link cloaking bad?
I have a couple of affiliate gaming sites and have been cloaking the links, the reason I do this is to stop have so many external links on my sites. In the robot.txt I tell the bots not to index my cloaked links. Is this bad, or doesnt it really matter? Thanks for your help.

Adding no follow links on my site
I am getting a warning about having too many links on my page www.accessoriesonline.co.uk (152) but I don't want to remove any links from the site. Its an ecommerce site with categories across the top, featured products and then a further category navigation in the footer. Would it be beneficial if I added a rel="nofollow" to the links in the footer as these are duplicates of the one's in the header or would this harm the links in the header and the destination URL's which I definitely want to be crawled? Also, does anyone know if SEOMOZ considers links with a rel=nofollow as an actually link when they calculate their overview? Thanks in advance

External link optimization
The company I work for sells software online. We have deals learning institutes that allow their students to use our software for next to nothing. These learning institutes, which are usually quite strong domains, link to our sign in area. Nice way to get powerful links hey… or is it? There are a couple of problems with these links: They all link to a subdomain (signin.domain.com) The URLs also contain unique identifiers (so that we know which institute they are coming from). Meaning they all link to different signin URLs. (eg. signin.domain.com/qwerty, signin.domain.com/qwerta, signin.domain.com/qwerts, etc. ) So all these links aren't as effective as they could be (or at all?). In a perfect SEO world these links would all point to the start page, however, due to the fact that our start page is of a commercial set up this would run the risk of communicating the wrong idea to the institutes and their students. So… are there any extremely brilliant pro mozzers that have a savvy idea how set this up in a more SEO friendly way? Thanks in advance!

How to find links to 404 pages?
I know that I used to be able to do this, but I can't seem to remember. One of the sites I am working on has had a lot of pages moving around lately. I am sure some links got lost in the fray that I would like to recover, what is the easiest way to see links going to a domain that are pointing to 404 pages?
