Easiest way to disavow single links on an on-going basis?

We frequently get random super-sketchy looking blogs linking to us with no author or contact information. I believe we are being targeted by a competitor setting up garbage links to us. I am hoping to use the Google disavow links tool to deal with this but is it:

Safe to use or does it flag us as link spammers by using it

Possible to use on an on-going basis for single links (as them come in, as opposed to a bunch of backlogged links)

Thanks. I submitted some links but then deleted the file. Hopefully I didn't do any harm . . .
Our average link quality is artificially low because of these garbage sites linking to us. That's why I thought it might be a problem.

As another user (Crusader) said, the disavow tool was kind of built as a last step, and usually for penalties. I wouldn't use it just because someone has a lot of bad links pointing to your site.
Really, Google is quite good at figuring out the difference between a negative SEO attempt and an attempt to manipulate rankings. It shouldn't be your job to police your links like this, and I sincerely doubt you need to. I've fielded a lot of questions and concerns about negative SEO, and I can say it's usually not worth the time spent worrying about it.
It's also worth noting that disavow seems to work as a single-use filter rather than a growing database, though we're still running tests on that. What I mean is that disavowing 10 links may overwrite the previous links you've submitted.

That warning message is certainly spooky. The thing is I don't see why you wouldn't want to use it if a bunch of sketchy sites are linking to you. Certainly those sites can't be helping with their abysmal quality scores and they are likely hurting. Anyways, I gave it a shot. Worst case scenario, I think I can just delete the file and Google will recognize the links again. At least, I hope so . . .

I believe this is what is being referred to as negative SEO and what many fear will be the result of the latest updates. Do you know if these links are in articles that contain any of your content? Could these be scrapers?
Are you experiencing negative effects as a result of these links?
I can't say for sure as to whether it's safe to use or not. Are you asking if you can use it over and over again, or to have some sort of automated process for adding links to the tool? I'm fairly certain you can use it more than once. And, if you were planning on automating, how would you know which links are good and which are bad?
Here is some text directly from Google regarding the disavow tool:
"This is an advanced feature and should only be used with caution. If used incorrectly, this feature can potentially harm your site’s performance in Google’s search results. We recommend that you disavow backlinks only if you believe you have a considerable number of spammy, artificial, or low-quality links pointing to your site, and if you are confident that the links are causing issues for you. In most cases, Google can assess which links to trust without additional guidance, so most normal or typical sites will not need to use this tool."
So, if you are not experiencing negative effects, I would just keep an eye on it in case something happens. If you still want to use the tool, Google also recommends that you do your best to get the links removed from the sites. The author info might not be available, but you could possibly reach out to the site owner.

Will link juice still be passed if you have the same links in multiple, outreach articles?
We are developing high quality, unique content and sending them out to bloggers to for guest posts. In these articles we have links to 2 to 3 sites. While the links are completely relevant, each article points to the same 2 to 3 sites. The link text varies slightly from article to article, but the linked-to site/URLs remain the same. We have read that it is best to have 2 to 3 external links, not all pointing to the same site. We have followed this rule, but the 2 to 3 external sites are the same sites on the other articles. I'm having a hard time explaining this, so I hope this makes sense. My concern is, will Google see this as a pattern and link juice won't be passed to the linked-to URLs, or worst penalize all/some of the sites being linked to or linked from? Someone I spoke to had suggest that my "link scheme" describes a "link wheel" and the site(s) will be penalized by Penguin. Is there any truth to this statement?

Best Way To Go About Fixing "HTML Improvements"
So I have a site and I was creating dynamic pages for a while, what happened was some of them accidentally had lots of similar meta tags and titles. I then changed up my site but left those duplicate tags for a while, not knowing what had happened. Recently I began my SEO campaign once again and noticed that these errors were there. So i did the following. Removed the pages. Removed directories that had these dynamic pages with the remove tool in google webmasters. Blocked google from scanning those pages with the robots.txt. I have verified that the robots.txt works, the pages are longer in google search...however it still shows up in in the html improvements section after a week. (It has updated a few times). So I decided to remove the robots.txt file and now add 301 redirects. Does anyone have any experience with this and am I going about this the right away? Any additional info is greatly appreciated thanks.

.GOV Link - same impact on my site's rankings whether link to home or Gov related category?
I own a job site and I am about to get a link from a .GOV. My site has a category called "State Jobs". Should I ask the ".Gov" to link to my homepage or to the state job page and use the anchor text "State Jobs". I understand "State Jobs" page would get a big kick by that being the anchor text and linking to that specific page, but the question I have is this: for my site as a whole (homepage and various categories) would they get around the same "push up" whether the linking is to 1) my homepage with anchor text being my site's name or 2) to the state job specific page and in this case the anchor text would be "State Jobs"? thank you

Static links google guidelines
Google recommends to have static links it in guidelines Are breadcrumbs and static text link the same ? or in addition to breadcrumbs do I need static links on my page going from page A to B etc... Best way to block a search engine from crawling a link?
If we have one page on our site that is is only linked to by one other page, what is the best way to block crawler access to that page? I know we could set the link to "nofollow" and that would prevent the crawler from passing any authority, and we can set the page to "noindex" to prevent it from appearing in search results, but what is the best way to prevent the crawler from accessing that one link?
