How can do I report a multiple set of duplicated websites design to manipulate SERPs?

Ok, so within one of my client's sectors it has become clear that someone is trying to manipulate the SERPs by registering tons of domains that are all keyword targeted.
All of the websites are simply duplications of one another and are merely setup to dominate the SERP listings - which, at the moment, it is beginning to do.
None of the sites have any real authority (in some cases 1 PA and DA) and yet they're ranking above much more established websites. The only back links they have are from dodgy-looking forum ones. It's all a bit crazy and it shouldn't be happening.
Anyway, all of the domains have been registered by the same person and within a two-month time period of each other.
What do you guys think is the best step to take to report these particular websites to Google?

As Mark suggested, create a spreadsheet in Google Drive and list all of the domains/URLs in the spreadsheet.
Add a single URL in the first field of the Spam Report form (the required field), then in the third field, provide a link to the spreadsheet (300 character max)
Something like: "I believe the sites listed in the googledoc at URL are using manipulative linking practices to influence search engine rankings"
Do be confident though, as Mark warned, that your client's site is able to withstand any scrutiny that might come with a review of sites in the niche.

I would try creating an open Google doc, and then listing all of the sites in the network. Kind of like the reconsideration request method, where you link to an open Google doc with all of the details of the webmasters you contacted, responses, success rate, etc

Thanks for your response.
I'm aware of that link but it only allows you to submit one link at a time. In this case, there are tons of domains that I'd have to submit. So, is there anyway to submit multiple sites?

Google has a specific form for reporting webspam - you can find the spam report here - https://www.google.com/webmasters/tools/spamreportform?hl=en
Before you submit a competitor, make sure your own site/s are clean - don't want them looking to closely into your SERPs and your sector and finding a problem with you as well.

How to deal with link echoes of former hacked websites?
Hi all, I'd know which is the best way to deal with link echoes of former hacked websites that Webmaster tool reports. to clarify: when you download the backlink report from Webmaster tool you'll have a list of backlinks discovered, but if you follow one of those links you will see that on that page there is no link to your website. the source code is also clean, no hidden links or other dodgy technique. Since that the topic is usually miles away from my industry I have to assume at some point that site has been hacked by a spammer who placed that backlink. In this case what should I do? Ignore it, disavow the domain or what? Moreover, which is the best procedure when you have to face a site which points a lot of backlinks from only its sub-domains? For example: this dodgy spammy website : http://px949z32.com/ is apparently a desert, but when you do site:http://px949z32.com/ you'll discover 55,200 results! Would be it be enough to just disavow the root domain http://px949z32.com/?

As I don't want to wait too long before taking any action, my plan is to disavow all those domains without any mercy, although I can't find a current backlink in one of their pages. I will do this, as at the minute my concern is they will be hacked again and I have to face the same issue again and again Thanks to all, P.0 -
Update: Copied Website
So I discovered a website the other day that is a complete duplicate of ours: justinchina.co.uk This is our website: petmedicalcenter.com . Thanks to help from Erica, I dug in deeper to see why this was happening. It seems that the justinchinca.co.uk which is hosted by GoDaddy has their A Record pointing at our web host. So that being said, our website does not seem to be hacked which is good news. Would this still cause an issue with our Google rankings? Our host, Host Monster said to contact GoDaddy and GoDaddy said that a domain owner can point their URL to anywhere that they choose. Anyway, any feedback would be helpful. My Website Just Got Penalized
I had a website that recently got penalized. The pagerank dropped to zero on the homepage and moved to page 200 on google. I checked manual actions on my site in web mastertools and it says that no webspam is found. I am curious to find out why my website would drop. I had a a network of 5 blogs that I was linking to the site that also lost page rank but theres is N/A now. I am thinking thats where the trouble started because i did not use no follow. Question 1 My question is if I remove all the links to the other site or make them no follow will the penalty lift. I am thinking that the penalty is an automated on and not a manual one. Does any one have experience with automated penalties? Did they lift after you fixed the issues. Did you regain most of your original rankings? Question 2 What happens to all my blogs. I spent all lot of money on have posts written for it. Can any of the content be salvaged. I have over 1000 pages written on 5 different blogs. I can send you a list of the urls so you can see what I am talking about.

One of my outbound links website go hit by panda!
Hi mozzers, today I received a message from one of my blogger partners announcing me that he got hit by panda. 2 weeks ago I had him placing 2 anchors one in our main domain and a second one on our subdomain. I know panda focuses essentially on dups and I have paid attention to our webmaster tools to make sure we haven t got any messages Which we re good with. What do you guys suggest, will this affect us at some point or we re good? also in case that we re good will panda affect the blogger's authority therefore ours? if yes I should probably remove them, right? What on-page/site optimization techniques can I utilize to improve this site (http://www.paradisus.com/)?
I use a Search Engine Spider Simulator to analyze the homepage and I think my client is using black hat tactics such as cloaking. Am I right? Any recommendations on to improve the top navigation under Resorts pull down. Each of the 6 resorts listed are all part of the Paradisus brand, but each resort has their own sub domain.
