Should I be contacting webmasters to remove URL's from domains with a low DA - to remove low quality links?

In my experience, low DA links often come from automated websites that are created solely for the purpose of ranking for longtail keyword traffic. Most of these types of sites often times don't have proper contact information so that you can get the links removed. I'm of of the opinion that you are better of investing your time in acquiring high quality (High DA) links from other credible sources. Enough of these links will offset these low DA links that you are concerned about.

Mike, your question is not clear!
Are you trying to ask whom you should contact if you want to remove incoming links from Lower DA?
If this is the question, then I would really answer this in two steps!
Step 1:
Why do you want to remove links from lower DA? If you think that lower DA means lower quality then this concept is highly inappropriate! A website with Higher DA can be a lower quality websites if you really want to remove low quality websites from your link profile then you should audit the website who is linking to you to see if it really a low quality website.
You can check the design, UI, UX, Link profile, onpage SEO, search their brand name in Google to see if they are ranking 1<sup>st</sup> for their brand name and similar tactics...
Step 2:
If you really think that the website is low quality so in that case you have to find the contact email of the website and email them to request a link removal.

Can't remove and can't disavow...
Wondering if anyone could help me. A client is suffering a Google penalty at the moment which is harming their performance. That said it is properly the best penalty they could have got..the site has a penalty which is stopping them ranking as high on keywords which they have been spamming links for. The site will not rank for (this is an example as would not want to give the client away) door knockers. They used to be first page but now are page four. However they remain page one for terms such as brass door knockers, cheap door knockers, chrome door knockers etc. In WMT ranking report they have hits from 1200 words ranking in the top 5 in the past 30 days and 3000 in the top ten. Im a considering trying to up the rankings of these words at the expense of the ones which we cannot seem to get the penalty off. Any thoughts please.

Press Release Sites
Has anyone ever used macreportmedia.com for press releases? I normally use PR Web. This new company contacted me and it sounds pretty good, but I don't really trust anything without reviews, and I can't seem to find any out there. Has anyone had any luck with these guys? If not, can you suggest anything other than PR Web that you've had success with? I'm really looking for the SEO benefits of the releases more than the publicity.

I emailed a directory asking to have my link removed and they responded that it costs $20. Does anyone have experience paying to remove links? I would never do this on a mass scale, but for individual links is it worthwhile or a waste of money?

How important are different class c subnets and ip's
We're thinking of launching several blogs in our niche and 'building them up' organically, and then linking naturally from them to our sites (very conservatively). I was wondering if we should buy entirely separate hosting for these blogs and how important are separate ip addresses and class c subnets (shown on majestic SEO tools for instance). Is it possible to create a set of authoritative blogs in a niche and have them be a little 'neighborhood' within the same shared hosting provider (obv similiar class c or even same ip).

When looking at my site in open site explorer the top results are very dodgy spam and porn sites backlinking to us. Is this having a negative impact on our site?
