What should I do to these pages

Invest in content. Ensure that you have a good amount of unique content for each page, push for photography and balance out the ratio of pre-generated content (sidebars, footers etc. that are shared across pages) and the unique content to the page so that it's more favourable.
I imagine that users are making these pages rather than yourself so perhaps you need to take an editorial stance here. One option would be to "nofollow" links to this page by default (or perhaps NOINDEX the page entirely) unless you're satisfied that they're acceptable links.
Alternatively you might want to consider asking more precise questions when users fill out the form so that there's little room for them to write 'bad content' and you can provide more valuable information in a consistent format to your users.

How can I check Googles Page Cache ?
Hi I use to have a handy tool in Firefox (Google Toolbar) that was very handy for checking page ranks and what date a page had been cached. We have had a quality website for 12 years now, and it seems no matter how many more links we get and how much new content we add daily, we have stayed at PR3 for the past 10 years or so. Our SEOMoz domain authority is 52. We have over 950,000 pages linking to us from 829 unique root domains. Is this in line with PR3 or should we be approaching PR4 soon? We do daily blog posts with all unique, fresh quality content that has not been published elsewhere. We try to do everything with 'white hat' methods, and we are constantly trying to provide genuine content and high quality products, and customer service. How can we improve our PR and how important is PR today?

Google.ca English and French returning different rankings
French Keyword : "Chauffage électrique" Currently Ranking 4th on Google.ca (French) It is not even top 50 on Google.ca (English) Why so much gap between them? Both are on Google.ca, just different language. Also, when searching the keyword on Google.ca (English), all the results shown are in french anyway ! Why is mine way off ? How can I help the ranking on the EN version? Why does Google.ca FR and EN have different rankings?

Google seems to have penalised one section of our site? Is that possible?
We have a page rank 5 website and we launched a new site 6 months ago in February. Initially we had horrible urls with a bunch of numbers and stuff and we since changed them to lovely human readable urls. This had an excellent effect across the site except on one section of the site: http://www.allaboutcareers.com/careers/graduate-employers Although Google has indexed these pages and several have a PR 2 they do not appear in Google when previously they were on page 1 when we had the old urls. We figured we just needed some time for Google to get used to it, but it hasn't done anything. It is also worth mentioning we changed the page titles from: FIRM NAME | DOMAIN NAME then... FIRM NAME | Graduate Scheme, Jobs, Internships & Apprenticeships | DOMAIN NAME then.. FIRM NAME | Graduate Scheme, Jobs, Internships & Apprenticeships Do you think these are being penalised?
