Best way to permanently remove URLs from the Google index?

We have several subdomains we use for testing applications. Even if we block with robots.txt, these subdomains still appear to get indexed (though they show as blocked by robots.txt.
I've claimed these subdomains and requested permanent removal, but it appears that after a certain time period (6 months)? Google will re-index (and mark them as blocked by robots.txt).
What is the best way to permanently remove these from the index? We can't use login to block because our clients want to be able to view these applications without needing to login.
What is the next best solution?

I agree with Paul, The Google is re indexing the pages because you have few linking pointing back to these sub domains. The best idea us to restrict Google crawler by using no-index , no-follow tag and remove the instruction available in the robots.txt...
This way Google will neither crawl nor follow the activity on the page and it will get permanently remove from Google Index.

Yup - Chris has the solution. The robots.txt disallow directive simply instructs the crawler not to crawl, it doesn't have any instructions regarding removing URLs from the index. I'm betting there are other pages linking in to the subdomains that the bots are following to find and index as the URL Removal requests are expiring.
Do note though that when you add the no-index meta-robots tag, you're going to need to remove the robots.txt disallow directive. Otherwise the crawlers won't make any attempt to crawl all the pages and so won't even discover most of the no-index requests.

[Edited to add - there's no reason you can't implement the no-index meta-tags and then also again request removal via the Webmaster Tools removal tool. Kind of a "belt & suspenders approach. The removal request will get it out quicker, and the meta-no-index will do the job of keeping it out. Remember to do this in Bing Webmaster Tools as well.]

Wouldn't a noindex meta tag on each page take care of it?

Mass Removal Request from Google Index
Hi, I am trying to cleanse a news website. When this website was first made, the people that set it up copied all kinds of articles they had as a newspaper, including tests, internal communication, and drafts. This site has lots of junk, but this kind of junk was on the initial backup, aka before 1st-June-2012. So, removing all mixed content prior to that date, we can have pure articles starting June 1st, 2012! Therefore My dynamic sitemap now contains only articles with release date between 1st-June-2012 and now Any article that has release date prior to 1st-June-2012 returns a custom 404 page with "noindex" metatag, instead of the actual content of the article. The question is how I can remove from the google index all this junk as fast as possible that is not on the site anymore, but still appears in google results? I know that for individual URLs I need to request removal from this link

Should I put the articles back to the sitemap so the search engines crawl the sitemap and see all the 404? I believe this is very wrong. As far as I know this will cause problems because search engines will try to access non existent content that is declared as existent by the sitemap, and return errors on the webmasters tools. Should I submit a DELETED ITEMS SITEMAP using the <expires>tag? I think this is for custom search engines only, and not for the generic google search engine.

What is the best way to get anchor text cloud in line?
So I am working on a website, and it has been doing seo with keyword links for a a few years. The first branded terms comes in a 7% in 10th in the list on Ahefs. The keyword terms are upwards of 14%. What is the best way to get this back in line? It would take several months to build keyword branded terms to make any difference - but it is doable. I could try link removal, but less than 10% seem to actually get removed -- which won't make a difference. The disavow file doesn't really seem to do anything either. What are your suggestions?

How is Google crawling and indexing this directory listing?
We have three Directory Listing pages that are being indexed by Google: http://www.ccisolutions.com/StoreFront/jsp/ http://www.ccisolutions.com/StoreFront/jsp/html/ http://www.ccisolutions.com/StoreFront/jsp/pdf/ How and why is Googlebot crawling and indexing these pages? Nothing else links to them (although the /jsp.html/ and /jsp/pdf/ both link back to /jsp/). They aren't disallowed in our robots.txt file and I understand that this could be why. If we add them to our robots.txt file and disallow, will this prevent Googlebot from crawling and indexing those Directory Listing pages without prohibiting them from crawling and indexing the content that resides there which is used to populate pages on our site? Having these pages indexed in Google is causing a myriad of issues, not the least of which is duplicate content. For example, this file <tt>CCI-SALES-STAFF.HTML</tt> (which appears on this Directory Listing referenced above - http://www.ccisolutions.com/StoreFront/jsp/html/) clicks through to this Web page: http://www.ccisolutions.com/StoreFront/jsp/html/CCI-SALES-STAFF.HTML This page is indexed in Google and we don't want it to be. But so is the actual page where we intended the content contained in that file to display: http://www.ccisolutions.com/StoreFront/category/meet-our-sales-staff As you can see, this results in duplicate content problems. Is there a way to disallow Googlebot from crawling that Directory Listing page, and, provided that we have this URL in our sitemap: http://www.ccisolutions.com/StoreFront/category/meet-our-sales-staff, solve the duplicate content issue as a result? Best practice for removing indexed internal search pages from Google?
Hi Mozzers I know that it’s best practice to block Google from indexing internal search pages, but what’s best practice when “the damage is done”? I have a project where a substantial part of our visitors and income lands on an internal search page, because Google has indexed them (about 3 %). I would like to block Google from indexing the search pages via the meta noindex,follow tag because: Google Guidelines: “Use robots.txt to prevent crawling of search results pages or other auto-generated pages that don't add much value for users coming from search engines.” http://support.google.com/webmasters/bin/answer.py?hl=en&answer=35769 Bad user experience The search pages are (probably) stealing rankings from our real landing pages Webmaster Notification: “Googlebot found an extremely high number of URLs on your site” with links to our internal search results I want to use the meta tag to keep the link juice flowing. Do you recommend using the robots.txt instead? If yes, why? Should we just go dark on the internal search pages, or how shall we proceed with blocking them? I’m looking forward to your answer! Is 404'ing a page enough to remove it from Google's index?

Robots.txt & url removal vs. noindex, follow?
