Is there any value in "starting from scratch" on a new domain?

Hi,
Our ecommerce store - we have had some duplicate content issues and they have been corrected, but of course, Google takes time to pick up on these. Our link profile is very poor, so we wont lose a lot by going to a new domain in that sense.
My question is, in what instances is it worthwhile starting under a new domain? And in which not?
Presumably you can also 301 the whole site - when is it worth doing this or not?

I recently filed a Google reconsideration request, came back saying there was nothing wrong, e.g, no manual penalty - but if Panda has penalised us for thin/dupe content, we wouldnt know by the manual route...
In this scenario, is it worth just starting from scratch? Or do we wait till the next Panda update which could be who knows when?

Starting over from scratch makes sense if you've dug yourself in so deep a hole (say tens of thousands of spammy links) that it would be easier to rebuild your link profile from scratch, rather than going through the effort of deleting/disavowing all your bad links. If you do start over from scratch, then you're not going to want to use any 301s, or the bad reputation from your old site is just going to follow along to your new one.

"Fake" market research reports killing SEO
Our robotics company is in a fast growing, competitive market. There are an assortment of "market research" companies who are distributing press releases about their research reports (which are of less than dubious quality). These announcements end up being distributed through channels with high domain authority. The announcements mention many companies in the space that the purported report covers - including ours. As a result, our company name and product brand is suffering since the volume of press announcements is swamping our ratings. What would you do? Start writing blog postings on topics and post through inexpensive news feeds? Somehow contact the firms posting the contact and let them know they are in violation of our trademarks by mentioning our name? Other ideas?

Should I disavow links to a dead sub domain?
I'm analyzing a client's website today and I found that they have over 300 spammy sites linking to a subdomain of their main site. So for example, say their site is clientsite.com, well they have hundreds of links pointing to deadsite.clientsite.com. That subdomain was used at one time as a staging site, and is no longer active. Are those hundreds of spammy sites hurting or potentially hurting my client's SEO? Or is it a non-issue because the links point to a dead subdomain? We believe that that staging sub domain site was hacked at one time, and thats where all those spammy links came from. Should I disavow them?

Purchasing Expired Domains for SEO Value?
While doing competitive research for a client I have stumbled on a "site developed by" footer link for a fairly established business that points to an expired domain. I'm inclined to notify the business in question that the link is expired BUT I was curious to get some thoughts on if purchasing this domain and redirecting it to my site or another would be a good purely "SEO tactic" as it would seemingly pass "juice"??? Should i buy this domain because it has a keyword that im trying to rank for?
Im trying to rank for a keyword and i saw that this domain is available the top listing under this search team is a domain authority 14 and according to seo site explorer has 1 page linking to it and its a no follow link. Would it make since to buy this domain optimize it and forward it back to my main site or is this bad to do.

Start over or try to recover?
I have a question about a site that was making good money while it was ranking, but no longer gets traffic. This site did 3 things that might have gotten it in trouble: 1. Targeted keywords often showed up twice in the URL. So the url would be something like http://mydomain.com/keyword/keyword-included-in-title/ 2. It got links from low-quality sites, including blog networks like (the now dead) BMR 3. It got lots of links with the same anchor text The content quality is actually pretty good. I don't know if the site got penalized by Panda, Penguin, or perhaps lost rank because of something else. What I can tell you is that the rank loss was gradual - one page at a time starting at the end of March and ending this month. So the question is - in such a case: Is it best to start over using good SEO practices? Or is there a way to recover the sites?

Keyword Rich Domains on Same IP
In addition to my main website, I want to create two new sites for the upcoming football and basketball seasons. By starting now, I'm thinking I have enough time to get them ranked decently. I have purchased www.collegefootballpredictions.net for the upcoming football seasons. The intent here is two fold. First, I'd like to rank in the top 3 for "College Football Predictions." Second, and this is why I'm thinking that Google won't hate me for the approach, is that someone looking for that search term is much more likely to convert on a landing page geared for them then on my main website. If the goal of a separate website is truly to compliment the main website, then is it considered white hat? I'm thinking that, as long as my intentions are pure, they should go on the same IP. Placing them on separate IPs could be a good way of letting the big G know that I'm trying to cheat the system and get away with it.
