Ranking For Non-Context-Friendly Terms Without Anchor-Text

We are now at a point with Google where having a link profile that has a lot of exact match anchor text for a few main keyword targets is not a good thing. So, how do we rank for terms that do not fit into the content of your site, but are still good keyword targets.
Here is an example from my situation. A good keyword target for my area and business that I am working for is "plumber riverside" or "plumber riverside ca." In a gramatical sense, these two/three words do not belong together in content, i.e they would not make a proper sentence being placed together, except with maybe a comma or period separating them. In fact, this term probably wouldn't even make a good sidebar link copy.
Without having a link profile with "plumber riverside" as my most common anchor text, how can I let Google know that I should rank for this term? Anchor text used to be the go to but now you have to really minimize the use of it for exact match terms. Without on page content, it seems pretty hard. Any thoughts?

It's important that you don't focus too heavily on having a link profile that is completely dominated by exact match anchor text. Realistically, one of your most used anchors should be branded text - which looks most natural (however, this isn't the case for every website). My advice would be to ensure that all of your landing pages are well optimised for the keywords and then the next stage can be including some local citations and co-occurance links.
Getting local citations from plumbing-related sites will allow the search engines to establish your site as relevant to those related keywords (it doesn't need to be exact-match). Also, if you are having some article links done then you could look at wrapping keywords around your anchor text link, for example - on my blog I try get links that are like this:
Matthew Barby is an SEO specialist based in Birmingham, UK. He enjoys ...
In the above sentence, my name would be the only hyperlink but Google/Bing/Yahoo are intellegent enough to relate the surrounding text with me so that I can start ranking for the links of Birmingham SEO Specialist (get it?). Try looking into this and it will diversify your link profile nicely

How to Improve my Website Rankings
Hi, One of our client named Exclusive Limousine has been ranking in second page for a while in Google Australia for the keyword "Limo Hire Melbourne". Earlier, this website is handled by other SEO company who created more spammy links from irrelevant sites. I have used google disavow option to remove the urls. Anchor text in internal links?
I have a dude with anchor text in internal links, could be the keyword or should be different as external links? My website is about vouchers codes and i have a blog where i wrote about offers, life style, etc.. and when i can do it, i put the keyword "vouchers codes" as anchor text or "vouchers codes amazon", etc.. Generic Anchor Vs Branded Anchor?
Hi, I have always been very careful when building links, making sure that I use lots of variations relevant to my site in the anchor text, so keep the ratio diluted. However, in recent weeks I have stumbled on some SEO's focussing wholly around branded anchor terms for future link building, I feel that a branded focussed link profile looks more natural. Which is the best way to promote a non profit microsite among 15 different friend editorial portals?
Hi, we're a b2b publishing house and we 15 different b2b portals in several industries. There is a non profit org, that has created a microsite keyword rich (www.5permilledifferenza.net). We would like to help it with our portals. We've placed banner on them, but now we would like to write posts in each portal that contain the keyword. Now the point is that our editors cannot write every time an original blogpost for that. The non profit has given us a sample text, beatiful and quite long, with some anchor text in it. Which is the best strategy then? It's a new situation we've never encountered. I have in mind the following choices just say to our editors to post it customizing it when possible. we would then have 15 pages quite similar in 15 different portals of different industries that point to the same links make it short, with only one anchor text, and then have 15 different pages allow the editor posting only if the editors are 'inspired' and could write an original content (we would have then just 2 or 3 post with link) upload the same pdf, with the same links built in, on every portal (that could be connected with either of the previous) Thanks!
