Schema.org tricking and duplicate content across domains

I've found the following abuse, and Im curious what could I do about it.
Basically the scheme is:
- own some content only once (pictures, description, reviews etc)
- use different domain names (no problem if you use the same IP or IP-C address)
- have a different layout (this is basically the key)
- use schema.org tricking, meaning show (the very same) reviews on different scale, show a little bit less reviews on one site than on an another

#2: budapesthotelstart.com/budapest-hotels/hotel-erkel/szalloda-attekintes.hu.html (217.113.62.21), 328 reviews, 8.6 / 10
#6: szallasvadasz.hu/hotel-erkel/ (217.113.62.201), 323 reviews, 4.29 / 5
#7: xn--szlls-gyula-l7ac.hu/szallodak/erkel-hotel/ (217.113.62.201), no reviews shownIt turns out that this tactic even without the 4th step can be quite beneficial to rank with several domains.
Here is a little investigation I've done (not really extensive, took around 1 and a half hour, but quite shocking nonetheless):

What do you suggest?
- should I leave it, and try to copy this tactic to rank with the very same content multiple times?
- should I deliberately cheat with markups?
- should I play nice and hope that these guys sooner or later will be dealt with? (honestly can't see this one working out)
- should I write a case study for this, so maybe if the tactics get bigger attention, then google will deal with it?
Does anybody could push this towards Matt Cutts, or anybody else who is responsible for these things?

Exact match domain - should i use one
i have the domain "region"familyholidays.co.uk for an upcoming site. i was pleased as its memorable and tells the user what its about. i am targetting keywords such as: region family holidays region family hotels region famliy cottages region family campsites is it something i should avoid because of potential penalties. i will be adding plenty of good content and doing all the offsite things but dont want to start with a handicap with an emd? thanks neil

Plugin to duplicate CMS pages, changing the location
Hi all, We have recently noticed a rise in local business websites using a plugin to duplicate hundreds of pages changing only the location in the h1 tag and the page description, we're pretty sure this is a black hat technique allowing them to rank for all locations (although the duplicate page content must not be doing them any favours). An example of this is http://www.essexcarrecovery.co.uk We would like to know what plugin they are using as we think there may be better ways to use this, we may be able to create original location pages faster than we do now? Also why does not seem to be too detrimental to the businesses SEO as surely this method should be damaging?

Purchasing Expired Domains for SEO Value?
While doing competitive research for a client I have stumbled on a "site developed by" footer link for a fairly established business that points to an expired domain. I'm inclined to notify the business in question that the link is expired BUT I was curious to get some thoughts on if purchasing this domain and redirecting it to my site or another would be a good purely "SEO tactic" as it would seemingly pass "juice"??? How Google deal with a Domain Buy
Hello folks, How is google dealing with those clever peoples who decide to buy a famous place on internet( domain ), to be their domain name. For example if someone buy a very well ranked domain name for some keywords in their niche, is there any punishment? Whats the bad things about buy a domain? Thanks.

Creating multiple domains with key phrases and linking back and forth to them
There are several of my competitors who have built multiple sites with keywords in their domain names such as localaustinplumber.com, houstonplumbers.com, Dallasplumbers.com, localdallasplumbingservices.com...you get the picture. (These are just made up examples to illustrate what they are doing) They put unique content on each page and use alias whois using a different credit card to set up each domain to hide the fact from Google that they are the same entity and then link back and forth to each of the domains with appropriate keywords in the anchor text. They are outranking me on a lot of key search phrases due to the fact that they have the keywords in the domain name. They have no other outside links other than the links from the domains that they own. Is this a good idea? is it black hat? are they going to get slapped if someone reports them as a link farm? It's frustrating for me staying white hat and getting legitimate links and then these competitors come in and out rank me after only a few months with this scheme. Is this a common practice to rank highly for certain key phrases? Thanks in advance for your opinions! Ron10

IP-Based Content on Homepage?
We're looking to redesign one of our niche business directory websites and we'd like to place local content on the homepage catered to the user based on IP. For instance, someone from Los Angeles would see local business recommendations in their area. Pretty much a majority of the page would be this kind of content. Is this considered cloaking or in any way a bad idea for SEO? Here are some examples of what we're thinking: http://www.yellowbook.com http://www.yellowpages.com/ I've seen some sites redirect to a local version of the page, but I'm a little worried Google will index us with localized content and the homepage would not rank for any worthwhile keywords. What's the best way to handle this? Thanks.
