Can you get "link juice" from an outside company's/organization's intranet?

Will you get the same "link juice benefits" from a University, Government Org, or public company's intranet that are linked to your webpages – vs the benefits that you would get from links from their public webpages?
Assume that the external webpages have very high Domain Authority, MozRank/Trust etc.

An intranet is, by definition, locked down from the outside world, so Googlebot shouldn't be able to crawl it. And if Googlebot can't crawl something, it can't see the link.
If an intranet were improperly set up, and accessible to general online users, it could work. But my experience working at a university makes me doubt that there are many like that.

Blog's Homepage isn't indexed even though posts are
My blog http://www.cleanedison.com/blog/ doesn't seem to be indexed by Google even though my posts seem to get indexed within a day or so. Is this not necessarily a bad thing? I feel like it would be nice to search "CleanEdison Blog" and get the homepage. The robots say: name="robots" content="noodp,noydir,noarchive" /> Is there anything I can do? P.S. My posts that get picked up by larger entities generally get ranked lower than the offshoot even though I have a rel="canonical" tag. Anything I can do there?

Is a no-follow link/sponsored link a good editorial link?
Ok maybe this is a dumb question. I really need some better, more quality backlinks pointing to my site. There is a site that has domain authority of 72, page rank 5 that is offering me a sponsored blog post. Do sponsored posts count as a good editorial link? Also what if they are no-follow (and how would I find out ahead of time), does that still give me link juice?

Drop in "Links to your site" in Google Webmaster Tools
Last week I noticed a substantial drop in "Links to Your Site" in Google Webmaster Tools on several of my websites. Upon further investigation the reduced links were from our sister sites. It appears that Google has reduced the number of links they are counting from links in our headers and footers from these sites to our main websites. It is not affecting our rankings or traffic. Is Google doing some clean up with what they are showing in webmaster tools for links from related, owned sites? Any cause for concern?

What's the difference between follow and nofollow links?
I understand this may be a really dumb question and from my understanding there is a piece of code in some url's that tell search engines not to follow that link. I am interested in finding out what the purpose of nofollow links are and how they apply to search rankings. Thanks for the help
