SEO for Interspire Relic

Hi All,
Does anyone know of optimization best practices for the now largely defunct Interspire Web Publisher?
Specifically, I'm looking for a canonical plugin or workaround to try and get rid of a few duplicate content issues (most importantly root vs. index.php).
I'd like to just redo the site with a cms that has better support...unfortunately client budget constraints are a little tight at the moment.

SEO Problems with Loading to a Subfolder?
A client has a single page app website that shows https://example.com/example when you visit https://example.com . I don't think this is a redirect; I think it's a URL rewrite. Page speed in relation to SEO
I cannot seem to find any information about this, so I thought I would try to get a few people's opinion. How do you think pagespeed is measured in terms of Google using it as a ranking factor? Do you think they use their internal Pagespeed app? Something during the crawl? Your GA site speed?

E-ccomerce SEO conundrum
I work on the marketing for an eccomerce website. And lately we have been having an issue with the "wrong" page ranking and the right page "being nearly unfindable." For example the product bit o honey - there is a brand page, category page and individual product pages. We want the category page to be the top level bit o honey "hub" page and have placed all of the products onto it. We've written a nice description about Bit O Honey on that page and spent time running social campaigns around that page to try and get social activity on page as well. There have even been a few back links from blogs or reviews onto that category page. It also has the highest page authority among all of the bit o honey pages. But for some odd reason it is always the absolute last result among the 3 options when i search? In fact the only time I can even find it is if I type in about 3 sentences worth of text from that page and it find exact match. I'm really pretty confused as to why the highest page authority page with the most content, activity and link profile, would have the worst ranking capability among the three nearly identical pages.

URL content format - Any impact on SEO
I understand that there is a suggested maximum length for a URL so as not to be penalized by search engines. I'm wondering if I should if should optimize our ecommerce categories to be descriptive or use abbreviations to help keep the URL length to a minimum? Our products are segmented into many categories, so many products URL's are pretty long if we go the descriptive route. I've also heard that removing the category component entirely from a product URL can also be considered. I'm fairly new to all this SEO stuff, so I'm hoping the community can share their knowledge on the impact of these options. Cheers, Steve
