Are unusual chinese links likely to be black hat?

Hello,
I noticed that this onepage website: http://www.clearpixel.net/ ranks at #11 for web design London so I did some research using SEO Moz Pro. Turns out that alll their links are from Chinese directory style sites. Does this demonstrate black hat SEO? If not, how do I go about getting links on Chinese sites with .gov urls.

Like anywhere now, there are black hat sites / directories and white hat of the same. Typically, if the links from China are similar to a linking scheme you'd see anywhere else, it's best to avoid the possible short term benefit you'd get in going after those links. Although you probably already have, I'd continue to look for link opportunities from the first ten listings instead of this one.

Their Google results are impressive. They offer a large list of clients who rank in the top 5 for the key words in their industry. I checked one and it seemed quite legitimate.
They offer every impression of a solid company. Past the public appearance, I do have some concerns.

They repeatedly offer testimonial quotes from "Top SEOs".

They build links by submitting your site to 1000 free directories with their first package, up to 8000 directories with their last package. They do offer reasonable time frames ranging from 3 months to 1 yr.

The offer paid directory links. Paid links of course is completely black hat, but directories provide a service. Yahoo directory, for example, is a perfectly legitimate paid link.

Basically it appears they use what I refer to as a "zerg" method. It can be quite effective. They acquire literally thousands of low quality links. Surely many of the links will get cut off from Google, but many will get through. I would suggest this as "grey hat". It is not against Google's terms, but I would expect a future adjustment from Google specific to this method.
how do I go about getting links on Chinese sites with .gov urls.
If you don't speak Chinese, you would most likely need to hire a company like theirs that specializes or understands how the process works in China.

Linking Websites/ Plagiarized Content Ranking Above Original Content
Hey friends! Sooo this article was originally published in December 2016: https://www.realwealthnetwork.com/learn/best-places-to-buy-rental-property-2017/ It has been consistently ranking in positions 2-3 for long tail keyword "best places to buy rental property 2017" (and related keywords) since January-ish. It's been getting about 2000-2,500 unique views per week, until last week when it completely dropped off the internet (it's now ranking 51+). We just did a site redesign and changed some URL structures, but I created a redirect, so I don't understand why that would affect our ranking so much. Plus all of our other top pages have held their rankings -- in fact, our top organic article actually moved up from position 3 to 2 for much more competitive keywords (1031 exchange). What's even weirder is when I copy the sections of my article & paste into Google with quotes, our websites doesn't show up anywhere. Other websites that have plagiarized my article (some have included links back to the article, and some haven't) are ranking, but mine is nowhere to be found. Is horizontal hashtag linking between 4 different information text pages with a canonical tag to the URL with no hashtag, a White Hat SEO practice?

Are multiple links on the same domain worth pursuing?
Let's say you get a guest post on a blog that links to your site for $100. How much is the link from another guest post on the same domain worth? $90? $50? Does each additional link from the same domain lose its SEO impact? What if one blogger loves your content and is willing to post 10+ of your blog posts with links to your site in each - is that worth pursuing just from an SEO standpoint (I know it can be a good branding opportunity if the readership is right)?

Black linking exploitation
Hi all After watching our ranking for some primary keywords drop on Google from page 1 to 20 and then totally off the charts in relatively short period I've recently discovered through moz tools that our website along with other competitor sites are victims to black linking (may have the terminology wrong). Two primary words are anchor linked to our domain (www.solargain.com.au) being sex & b$tch through over 4000 compromised sites - mostly Wordpress - many which are high profile sites. Searching through the source code through half a dozen compromised sites I noticed that competitors are also linked using other derogatory terms, but the patterns indicate batch or clustered processing. The hacker has left some evidence as to whom they are representing as I can see some credible discussion forums which contain negative feedback on one particular supplier also among the links. Although this is pretty good evidence to why our ranking has dropped there are some interesting questions: A) is there any way to rectify the 4000 or so black links, mass removal or other. (Doesn't sound feasible)

B) some competitors who dominate organic ranking through better optimization don't seem to be affected or apparently affected as much as our site at least. Which questions how much we are affected as a direct result from this hack.
C) is there action or support for industrial espionage?
D) can you request from google to ignore the inbound links and would they not have a duty of care to do so? I'm fairly new to this ugly side of the Internet and would like to know how to approach recovery and moving forward. Thoughts ideas very welcome. Thanks in advance.0 -
Hidden links in badges using javascript?
I have been looking at a strategy used by a division of Tripadvisor called Flipkey. They specialize in vacation home rentals and have been zooming up in the rankings over the past few months. One of the main off-page tactics that they have been using is providing a badge to property managers to display on their site which links back. The issue I have is that it seem to me that they are hiding a link which has keyword specific anchor text by using javascript. The site I'm looking at offers vacation rentals in Tamarindo (Costa Rica). http://www.mariasabatorentals.com/ Scroll down and you'll see a Reviews badge which shows reviews and a link back to the managers profile on Flipkey. **However, **when you look at the source code for the badge, this is what I see: Find Tamarindo Vacation Rentals on FlipKey Notice that there is a link for "tamarindo vacation rentals" in the code which only appears when JS is turned off in the browser. I am relatively new to SEO so to me this looks like a black hat tactic. But because this is Tripadvisor, I have to think that that I am wrong. Is this tactic allowed by Google since the anchor text is highly relevant to the content? And can they justify this on the basis that they are servicing users with JS turned off? I would love to hear from folks in the Moz community on this. Certainly I don't want to implement a similar strategy only to find out later that Google will view it as cloaking. Best way to build links?
