Are URL suffixes ignored by Google? Or is this duplicate content?

Example URLs:
www.example.com/great-article-on-dog-hygiene.html
www.example.com/great-article-on-dog-hygiene.rt-article.html
My IT dept. tells me the second instance of this article would be ignored by Google, but I've found a couple of instances in which Google did index the 'rt-article.html' version of the page.
To be fair, I've only found a couple out of MANY.
Is it an issue?

As Lesley says, it's not ignored. If the content is exactly the same on both URLs, you can ask your IT folks to include a rel=canonical directive in the header that sets the canonical version of the content to one specific URL or, if a URL isn't needed, it can be 301 redirected to the proper URL.

They are not ignored by google, they would be seen as duplicate content if the same content is used on each page. Also one thing you should keep in mind too is that you will be diluting the keywords in the page name by adding more.

Shortened URL is breaking when URL is in Upper Case

Why is Google Webmaster suddenly started showing hundreds of HTML Improvements I mean to ask, my hundreds pages are been shown as duplicate - despite canonical marked correctly Below are sample url - which are been crawled in own way. Redirecting duplicate pages
For whatever reason, X-cart creates duplicates of our categories and articles so that we have URLs like this www.k9electronics.com/dog-training-collars

http://www.k9electronics.com/articles/anti-bark-collar/ now our SEO guy says that we dont have to redirect these because google is "smart enough" to know they are the same, and that we should "leave it as-is". However, everything I have read online says that google sees this as dupe content and that we should redirect to one or the other / or no /, depending on which most of our internal links already point to, which is with a slash. What should we do? Redirect or leave it as is? Thanks!0 -

etc... First of all I know these have negative effect on SEO. Now to fix towards those issues it involve lots of works and times. At the same time most of our important keywords/url rank position have not changed over the last 12 months. Does that mean the above has only limited negative effect? Does Google follow links inside a <noscript>tag?</noscript>
I'm looking at making an embedable calculator and asking users to embed it to their website. I had the idea of using javascript to include the calculator which would also conatain a text link back to my site in order to gain some back links. If it's possible Google won't see the link (as they may not execute the javascript), is it safe to place the link in the <noscript>tag? Can i do this? Will Google penalize me?
I have a page for a Criminal Defense Attorney and i set up a list of the type of criminal charges he is certified to deal with. I wanted to use title tags and put the Keyword "Miami Criminal Defense Attorney" & "Miami Traffic Defense Lawyer"... Do Pages That Rearrange Set Off Any Red Flags for Google?
We have a broad content site that includes crowdsourced lists of items. A lot of the pages allow voting, which causes the content on the pages (sometimes the content is up to 10 pages deep) to completely rearrange, and therefore spread out and switch pages often among the (up to 10) pages of content. Now, could this be causing any kind of duplicate content or any other kind of red flags for Google? I know that the more the page changes the better, but if it's all the same content that is being moved up and down constantly, could Google think we're pulling some kind of "making it look like we have new content" scheme and ding us for these pages? If so, what would anyone recommend we do? Let's take an example of a list of companies with bad customer service. We let the internet vote them up and down all the time, the order changes depending on the votes in real time. Is that page doomed, or does Google see it and love it?
