Typically these blacklists are created and maintained by security specialists who have done testing on the different bots to determine which are legit/beneficial and which are crapbots. They then provide these lists for others to use. Often the lists are amalgamations of bots detected and analysed on a number of different sites and by a number of different specialists to act as a double-check for each other.
You do need to be careful that you are using a well-curated list, as carelessly blocking bots can cause problems for legitimate bots. You would check out the creator of such a list the same way you'd check out the creator of a plugin you're considering using - check reviews, look at comments and responses on the post that provides the blacklist etc.

As Lynn mentions, these entries form a blacklist for "bad bots". These are bots that are identified as being harmful (or at least non-helpful) to the real use of a website. Bots are essentially spiders that crawl and record the pages of your site the same way the GoogleBot does.There are 2 main reasons for blocking them

Too many unnecessary bots can put a real strain on server resources, causing the site to slow down for real users. This can be especially problematic with bad bots as they do not respect the entries in your robots.txt file and so will crawl even blocked pages. This can mean huge numbers of extra pages get crawled, leading to even more load.

Many (most?) of these bots are collecting data for nefarious purposes. Some are scrapers to collect your site content in order to re-use it illegally on another site, some are scanning for certain files/plugins on your site known to be insecure so they can target them for attack, etc.
Best case scenario, these bots waste your bandwidth and can cause site slowdowns on low-powered (e.g. shared) servers. Worst case, they can actually cause harm to your site.
There are literally many thousands of these types of bots out there, and their creators often change their identifying user agents just to get around these types of blacklists. But many have been around for some time and still use the same identifier. So having a blacklist to block the most common of them is actually very good security practice. To be totally proactive however, you'd need to update the list every couple of months.
Bottom line - those entries are providing some security and overload protection for your site, and there's essentially no downside to having them in place even if they're not catching everything.

I dont use something like this myself. I suppose if you are having some problem with bots it might be useful, maybe someone else can chime in if they have some experience with this kind of blocking.

HI,
It is checking to see if the visiting user agent contains any of these strings (NC is telling it non case sensitive) and if it does to return a 403 forbidden message.

Pagination and View All Pages Question. We currently don't have a canonical tag pointing to View all as I don't believe it's a good user experience so how best we deal with this.
Hello All, I have an eCommerce site and have implemented the use rel="prev" and rel="next" for Page Pagination. However, we also have a View All which shows all the products but we currently don't have a canonical tag pointing to this as I don't believe showing the user a page with shed loads of products on it is actually a good user experience so we havent done anything with this page. I have a sample url from one of our categories which may help - http://goo.gl/9LPDOZ This is obviously causing me duplication issues as well . Also , the main category pages has historically been the pages which ranks better as opposed to Page 2, Page 3 etc etc. I am wondering what I should do about the View All Page and has anyone else had this same issue and how did they deal with it. Do we just get rid of the View All even though Google says it prefers you to have it ? I also want to concentrate my link juice on the main category pages as opposed being diluted between all my paginated pages ? - Does anyone have any tips on how to best do this and have you seen any ranking improvement from this ? Could this be seen as duplicate content in Google's eyes?
Hi I'm an in-house SEO and we've recently seen Panda related traffic loss along with some of our main keywords slipping down the SERPs. Looking for possible Panda related issues I was wondering if the following could be seen as duplicate content. We've got some very similar holidays (travel company) on our website. While they are different I'm concerned it may be seen as creating content that is too similar: http://www.naturalworldsafaris.com/destinations/africa-and-the-indian-ocean/kenya/suggested-holidays/the-wildlife-and-beaches-of-kenya.aspx http://www.naturalworldsafaris.com/destinations/africa-and-the-indian-ocean/kenya/suggested-holidays/ultimate-kenya-wildlife-and-beaches.aspx http://www.naturalworldsafaris.com/destinations/africa-and-the-indian-ocean/kenya/suggested-holidays/wildlife-and-beach-family-safari.aspx They do all have unique text but as you can see from the titles, they are very similar (note from an SEO point of view the tabbed content is all within the same page at source level). At the top level of the holiday pages we have a filtered search:

Is it a problem that Google's index shows paginated page urls, even with canonical tags in place?
Since Google shows more pages indexed than makes sense, I used Google's API and some other means to get everything Google has in its index for a site I'm working on. The results bring up a couple of oddities. It shows a lot of urls to the same page, but with different tracking code.The url with tracking code always follows a question mark and could look like: http://www.MozExampleURL.com?tracking-example http://www.MozExampleURL.com?another-tracking-examle http://www.MozExampleURL.com?tracking-example-3 etc So, the only thing that distinguishes one url from the next is a tracking url. On these pages, canonical tags are in place as: <link rel="canonical<a class="attribute-value">l</a>" href="http://www.MozExampleURL.com" /> So, why does the index have urls that are only different in terms of tracking urls? I would think it would ignore everything, starting with the question mark. The index also shows paginated pages. I would think it should show the one canonical url and leave it at that. Hi is there any advantage to using <cite class="vurls">goo.gl/</cite> to shorten a URL for Twitter instead of other ones? I had a thought that <cite class="vurls">goo.gl/</cite> might allow google to track click throughs and hence judge popularity.

What are Soft 404's and are they a problem
Hi, I have some old pages that were coming up in google WMT as a 404. These had links into them so i thought i'd do a 301 back to either the home page or to a relevant category or page. However these are now listed in WMT as soft 404's. I'm not sure what this means and whether google is saying it doesn't like this? Any advice welcomed.

Not alt tags but Title and description Meta: My designer's answer.

tags?" Unfortunately, there is no way to add an alt tag and title tag specifically to an image display page. However, as you have pointed out here, we use other elements that essentially accomplish the same thing. Each image display page does have its own page title and meta description, as you have also noticed. For the title, we use the IPTC Headline field (if there is no headline, then we use IPTC Title, and if there is no title, then we go to file name), and for the meta description, we use both the IPTC caption as well as the keywords - so all of that information is embedded on the image display page with the image itself and search engines can index this content. Alt Text data intends to given contextual information to search engines when they crawl your site, and the IPTC metadata that shows along with your images, does this as well." OSE Confusion on 'External' Links
Hello All, I am still very new to this but am starting to get a grasp of things in the SEO world, but there are still a few things that I just don't get yet. For example, I've been trying to find out a great strategy for Link Building, what better way than looking at already existing SEO companies? So I did a quick search on a website (http://www.opensiteexplorer.org/links?site=www.springer-marketing.co.uk) and tried to look at all of the External incoming links. So I did a filter of Followed+301, Only External and all subdomains. But about 20 of the links for this site are coming from itself. Now, i'm not an expert, but presumably you can't just give yourself strong links? Is this some kind of trick, how or why would somebody do this? Mind Blows Paul
