Is there a danger linking to and from one website too many times?

Basically my webdeveloper has suggested that instead of using a subfolder to create an English and Korean version of the site I should create two different websites and then link them both together to provide the page in English, or in Korean, which ever the case may be.
My immediate reaction is that search engines may perceive this kind of linking to be manipulative, as you can imagine there will be a lot of links (One for every page).
Do you think it is OK to create two webpages and link them together page by page?
Or do you think that the site will get penalized by search engines for link farming or link exchanging.

Unfortunately the site is not wordpress so I dont think I'lll be able to use WPMU DEV for my site.

I would ask the question from another angle:
Would a typical user who searched in English be interested in the same version of the page in Korean? Would that page bring extra value for the user? Does he really need it?

If yes you should certainly do it - you should link each page together.
There are some cases in which this is useful:

sometimes people need/want to read official documents in other languages to be sure they were informed correctly

for some translation purposes when person must verify the text

when people want to learn the actual language

and there are other cases with legal documents and so on...
If the answer to above questions is no, then probably it's not a good idea to link every page. Maybe just general link in the footer/header like the typical websites do.

If the reason for the second version of the site is purely for the users, then you can nofollow all of these page to page links and just leave one followed link on a few pages of each site to the other language's home page. If you nofollow the links, I can't imagine that you will run into any trouble, and by having two different domains you may have the opportunity to perform well in South Korea specifically with a www.yoursite.kr domain for example.
You're not going to be penalized for link selling/buying, especially if you nofollow most of them, because there is a clear and logical reason why those links should be there.

There is so much more to this discussion, including local-language SEO in Korean. But here's my contribution:
1. you won't get penalised if you use rel=canonical extensively
2. Your developer is almost certainly wrong (though without knowing more, I wouldn't want to judge).

Why you have to create two different sites or your can use the some plugins or WPMUDEV plugin as they provide premium plugin to translate your page !
As per my knowledge i think Google will take it as duplicate conent !
Plz do not keep my word as acceptables. I shared my thoughts ! hope for better or accurate reply !
But i will never create a two sites for same theme with different lanugage!

Linking Websites/ Plagiarized Content Ranking Above Original Content
Hey friends! Sooo this article was originally published in December 2016: https://www.realwealthnetwork.com/learn/best-places-to-buy-rental-property-2017/ It has been consistently ranking in positions 2-3 for long tail keyword "best places to buy rental property 2017" (and related keywords) since January-ish. It's been getting about 2000-2,500 unique views per week, until last week when it completely dropped off the internet (it's now ranking 51+). We just did a site redesign and changed some URL structures, but I created a redirect, so I don't understand why that would affect our ranking so much. Plus all of our other top pages have held their rankings -- in fact, our top organic article actually moved up from position 3 to 2 for much more competitive keywords (1031 exchange). What's even weirder is when I copy the sections of my article & paste into Google with quotes, our websites doesn't show up anywhere. Other websites that have plagiarized my article (some have included links back to the article, and some haven't) are ranking, but mine is nowhere to be found. Boosting Equity-Passing Links?
Hello Moz folks, We have a SEO client who has exponentially fewer equity-passing links(inbound and internal) than their two major competitors, which I'm sure is a MAJOR factor in their rankings. In fact, the numbers are so drastically different seems to indicate that these competitors are participating in some sort of black hat link farm. For example: Internal and Inbound Equity-Passing Links Our client - 2274 Competitor 1 - 496k Competitor 2 - 143k How is this possible or legit? I don't understand. Our well-known client has been in business for 10+ years and they have a content-rich, WordPress website consisting of thousands of pages that have been optimized for search, including keyword-rich URLs, page titles, metas, H1 tags, etc. The things that keep coming to mind are the need for more links and more content. One thing that comes to mind is that the client launched a new site about 1.5 years ago and changed their domain prefix from http to https. I'm not sure if this would have an impact on inbound link equity or not. 301 redirects are in place so from what I understand, all of the old http pages should have passed at least partial domain equity to the new https site. I'm also wondering if changing the structure of WordPress categories, tags and author pages could somehow dynamically increase the page count and amount of perceived content. We may be overly restrictive with Google Search Console. Anyway, I'm at a loss and don't understand how our competitors, with seemingly similar content, could have exponentially more links and are dominating the search results. Competitor is interlinking between his websites
I have a competitor who ranks in the first page for all his keywords and i found out in open site explorer that he has been interlinking between websites and it is obvious because he owns the same domain but different countries. for example, www.example.id (indonesia) www.example.my (malaysia) www.example.sg (singapore) (asian countries domain) my question here is this even consider "white hat"? White hat link technique to banned domain
The question is: I have branddomain A (manually penalization by google, one year ago and after 4 consideration requests and more than 3/4 of links removed, stills banned) authority 42 And and new branddomain B (with fresh content created after penalization in the case of no recovery as it happen) authority 26 There are no links from A to B, both are now with same traffic but i want people that find me on domain A (partial penalized) to come to my new web brand. Both domains have same name, different extensión. So the question: Can i link with photo domain A to domain B, if i place nofollow and no ancor text on those linked photos. Sitewide logo footer link - what's the risk?
Hi, an incredibly popular website, with several thousand pages, has offered me a site-wide footer logo link. The site this popular website would backlink to has 50 high quality backlinks (and low volumes of traffic - it's a new site). I am tempted to say no, because of the risk of penalty, but then I started wondering whether a logo link posed the same penalty risk as a text link.

Anchor text for internal links
there has been a lof of discussion on this forum and elsewhere about over optimized anchor text, partial match anchor text vs exact anchor text match, etc. I am wondering iwhether or not exact anchor text matches are good or bad for internal links? Why are these sites so high with poor relevant links...
Hello, Keyword: TV Stands. I have been researching competitors for a client and we seem to be unable to understand why certains pages are ranking on page 1 of Google UK for keyword TV Stands. eg: http://www.furnitureinfashion.net/plasma-TV-stand.html (Google UK 8 - TV Stands) http://direct.tesco.com/q/N.1999542/Nr.99.aspx (Google UK 9 - TV Stands) The furniture in fashion has links from sites like: http://www.ummah.com/forum/ and http://www.muslimco.com/ which is totaly irrelevant to the site. Any ideas on other things as the tesco.com site does not have direct links to it. Cheers
