What is the best way to change keywords?

I have a client who is moving and I'll need to redirect their site to a new city. Taking local out of the picture, what is the best way to convert the site?
Here are somethings I've already done.

Changed the title keywords
-
Ensured the page grade is an A for the new keywords.

Changed the alt tags on images on the front page.
Since I made these changes, the website has actually fallen in ranks from what it was initially ranking for the new city (the website was already ranking organically on page 2 and has dropped to mid page 3.)

Get some local citations such as getting your google + local page verified, and maybe start listing in some local business directories. You can try using http://www.whitespark.ca/ for this if you don't know where to start (there is a Moz perk for this as well)

How can a page rank for keywords that it does not have on it?
I have a client that is ranking in the top 10 for several keywords on their homepage. Their site has no purposeful SEO in it, there is barely any text on the homepage at all and none of the text are the keywords it is ranking for.

Best site structure for us?
Hey guys, I have a somewhat silly question that I probably know the answer to - but would still like to hear your POV's. We're a WP theme making company but we also build other stuff. Context: 1. All demos for themes currently go under domain.com/Theme_A/ The demo is lorem ipsum so is marked noindex nofollow. That being said we get rocking analytics data usually (not sure if it's still valuable for G after the noindex). 2. Currently we need landing pages for themes and we're running them under domain.com/Theme_A/optimized-landing-page-title.php dofollow and indexed ofc. My question is...Would we be better off to include all landing pages under a domain.com/wordpress-themes/ category/tax and then go for the optimized-landing-page-title.php page? Does it make any difference either or? Right now we're not REALLY running them on subdomains (though the structure seems like it), they're just folders. We're thinking that more seo juice would flow through the different pages if we have them all under the same category, rather than basically starting from scratch each time under a new folder. Right? Best practice for URL structure - short and sweet, or double keyword?
We are just about to re-jig our main category pages and have found that different leading sites have taking different views on short and sweet url structure vs. repeated keywords1. For our website we have two options. We have two options: mywebsite.com/browse/birmingham/restaurants-in-birmingham or mywebsite.com/browse/birmingham/restaurants Someone like opentable have gone for short and sweet (opentable.co.uk/birmingham-restaurants) whereas people like Time Out have gone longer with multiple matches in the url (timeout.com/london/food-drink/londons-top-50-restaurants). Is there a consensus on which is better?

Same keyword for almost same content
Hi all! my site deals with a concept called "motivation" in two different categories: motivation for teachers (related to kids) and motivation for parents (related to kids all well). These two categories (in different pages and in different menus) deals with the concept through different perspectives. BUT the keyword to optimize the pages is the same. Due to the structure of the web I've been given I am in this position. I can't redesign the web (I'm not allowed to do it). Any solution related to the keyword? Should I maybe optimize one page with the keyword and in this page have a link to the other not-optimzed page?Any ideas? Thanks in advanced.

Continuous variation of a keyword
Lords, on a site i have optimization job, a specific keyword, for over 5 months, ranging from 7 to +100 position. One day the keyword is there, beautiful on the first page, and another day disappear. I do not understand why this happens, someone has something happened? I can not stabilize it, and is one of the most important for this client. I live in tension, in the morning the first thing I do is search to see whether the keyword is. Obviously it did in the first 2 months, then relaxed as she always comes back : ) Anyone have any idea what might be happening?
