What is the best way to change keywords?

I have a client who is moving and I'll need to redirect their site to a new city. Taking local out of the picture, what is the best way to convert the site?
Here are somethings I've already done.

Changed the title keywords
-
Ensured the page grade is an A for the new keywords.

Changed the alt tags on images on the front page.
Since I made these changes, the website has actually fallen in ranks from what it was initially ranking for the new city (the website was already ranking organically on page 2 and has dropped to mid page 3.)

Get some local citations such as getting your google + local page verified, and maybe start listing in some local business directories. You can try using http://www.whitespark.ca/ for this if you don't know where to start (there is a Moz perk for this as well)

Wrong pages ranking for specific keywords
Hi moz community We're currently experiencing a lot of our pages ranking for the wrong keyword in the SERPS. Take "womens ski wear" for example, the page rainking via Google links to https://www.dare2b.com/womens/jackets-coats/ When we have an optimized page here https://www.dare2b.com/womens/shop-by/activity/ski/ that imo is more suitable and has the correct H1, meta tile etc. So I'm at a loss to see why google see the jackets page more relevant? How many keywords should I optimize a page for?
Hi, There is a lot of debate going on on whether to use a single keyword per page or multiple keywords per page. What I know for sure is that it is not advisable to repeat the same exact keyword in different pages. I need to optimize product pages, categories and pages for an online store and still do not know if it is better to: 1-work with one main keyword per page plus latent semantic keywords, 2-to optimize a page for multiple different keywords (2 to 4 keywords) which are strongly related to the main topic or to the product sold in a particular product page 3- use single keyword for each page (and no more than one keyword per page). Some seo gurus argue this is the best way to get higher ranking for that particular page in the serps. My personal opinion would be 1 or 2, but I would like to hear what you suggest and think about it. Any suggestion or opinion is welcome and appreciated. Thanks in advance

Recommendation: Add at least 4 instances of the targeted keyword(s) to the document text of this page. Is there any preferred word count for the web page/blog? for example it is not good to add keyword 4 time in 200 words content. and We need to add exact keyword 4 times in the content?

Optimizing for two keywords
Hi there, my question is: I need to optimze two pages related to almost the same concept but different orientations. One keyword is "emocional intelligence development" and the other word is "emocional intelligence workshops" I can't mix the two pages in one unique page due to web strucutre reasons. Is it possible to optimize each web for each keyword independently although they have the concept emotional intelligence in common? Thanks

Positioning the keyword in two pages
Hi there! I've decided to use four criteria (keywords) for my website. The "problem" is that I have to use the same keyword (criteria) in two different pages. Is there a problem If I do this? On the other side, there are two sections of the web that (I assume) must have title and description tag as well as a keyword/criteria (Contact and Registration)....any advice?¿should they have a ttile and a description?¿Should they have a keyword associated? Where this keyword comes from?
I have a ON-PAGE optimized website, but seomoz research tool says that 24 pages are F graded, and i was checking the keywords and i noticed that the keywords seomoz research tool was analising wasnt the ones that i used. Let me explain its like this: My Keyword is : Santa and seomoz is running the keyword : Santa Claus Where did the tool got that Keyword from? Thank you
