Should We Add the W3.org Language Tag To Every Page Or Just The Home Page?

Greetings,
We have five international sites around the world, two of which are in difference languages. Currently we have the following line of html code on the home page of each of the sites:
Clearly, we need to change the "en" portion for the sites that aren't in English, but, should we include that meta tag in each of the site's pages, or will the home page suffice. Thanks!

Google doesn't care the W3.org language tag (Bing does it, instead).
Said that using it on every page is a good practice for W3.org, hence do that.
For Google, if the site is using a Country Code Top Level Name (i.e.: .it, .fr, .de...), then the site will be automatically target the country related to the domain termination (i.e.: .de > Germany and just Germany, not Austria or any other German speaking country).
If the site is under a generic domain name (i.e.: .com), then you have to specify in the Google Webmaster Tools setting of the site what country (hence regional Google) you want the site itself to target.
NOTE: if you are targeting language and not countries, don't use ccTld domain names, because, as I said before, those domain names targets only the country the domain termination is paired to.
Then... use the hreflang="x" markup so to suggest to Google what URL must be shown to the user depending on the language they use (check this official Google page).
Finally, do a great localization of the content and try to obtain authoritative quality signals like links from local sites and social shares from local users.

I definitely see higher rankings and traffic for the sites that have the specific language tag.

Index page will be more than enough. Also the fact that the language is non English is now sufficient enough for google to understand and list the web site to the relevant country directories.

Most of them are single page product / one page design wich means that I dont have many pages to optimize. All this sites/ pages follow the rules of a landing page optimization because my main goals is convert as many users as I can. At this point I need to optimize the SEO, the basic stuff such as header, descriptions, tittles ect. But most of my traffic is generated by affiliates, which is good beacuse I dont have to worrie to generate traffic but if the affiliate network banned my product, then I lose all my traffic. Home page ranks for most keywords with no SEO
Hi Guys, The keyword I am trying to rank is on seperate page with its own Optimization in place. However the HOME page of website starts ranking for that keywords . The keyword is mentioned on Home page Just once in content description, that's all. What should be my ideal strategy. Deleting the Sub Page, will that improve the SEO of my home page and improve the Rank for that keyword ? Also I can see my Own YELP pages rank better than the actual website for few terms . Any way around this ? A Part from building links to page ?

Using on two pages a keyword in alternative language in the title
Hello SEO wizards, The main language on my website is english, and I am wondering if I can add a keyword in russian to couple of pages to the title and image alt tag and maybe header , with the hope that it would rank in google with that russian keyword.. But I am not sure how google would react to that, I tried to search information on that, but could not find a clear answer.... Many thanks for anybody who takes time to respond

I have a lot of spammy links coming to my 404 page (the URLs have been removed now). Should i re-direct to Home?
I have a lot of spammy links pointing at my website according to MOZ. Thankfully all of them were for some URLs that we've long since removed so they're hitting my 404. Should i change the 404 with a 301 and Re-Direct that Juice to my home page or some other page or will that hurt my ranking?

Duplicate Page Title/Content Issues on Product Review Submission Pages
Hi Everyone, I'm very green to SEO. I have a Volusion-based storefront and recently decided to dedicate more time and effort into improving my online presence. Admittedly, I'm mostly a lurker in the Q&A forum but I couldn't find any pre-existing info regarding my situation. It could be out there. But again, I'm a noob... So, in my recent SEOmoz report I noticed that over 1,000 Duplicate Content Errors and Duplicate Page Title Errors have been found since my last crawl. I can see that every error is tied to a product in my inventory - specifically each product page has an option to write a review. It looks like the subsequent page where a visitor can fill out their review is the stem of the problem. All of my products are shown to have the same issue: Duplicate Page Title - Review:New Duplicate Page Content - the form is already partially filled out with the corresponding product My first question - It makes sense that a page containing a submission form would have the same title and content. But why is it being indexed, or crawled (or both for that matter) under every parameter in which it could be accessed (product A, B, C, etc)? My second question (an obvious one) - What can I do to begin to resolve this? As far as I know, I haven't touched this option included in Volusion other than to simply implement it. If I'm missing any key information, please point me in the right direction and I'll respond with any additional relevant information on my end. Many thanks in advance!

Page titles
Hi Guys, Hope your all well and business is good. I have been going through and changing page titles for my site which is currently huge attracting massive amounts of traffic. However from my pro membership i have notice a lot of the rankings in Google search engine has decreased. I have been using a strategy that i read on SEOMoz which is; example Keyword | Page heading | company name Is this why? if so what is the best method? I have changed nothing else so far.
