Potential spam issue - back links

Hi - we have a client whom we work with for SEO. During a review we noticed in Webmaster Tools, there was an IP address with over 30,000 links to our clients site. The IP address is 92.60.0.123.
From looking up the IP address details, it looks like it is based in Europe - but we are unable to establish what it is, where the links are and who created it.
We are concerned it could be a potential spammer trying to cause an issue with the SEO campaign.
Is there any way of finding out any more details apart from the basic information about the location of the IP address?
Also - if we submit a disavow via webmaster tools, we are unsure what issue it will have on the clients site if we do not know what it is and the type of links it is creating. Any ideas?

I tried a reverse lookup on that IP, but no luck

I also tried pinging the IP, no response
Maybe its a mistake, or what ever it was it gone now

Why There is No link Data Available in my Webmaster Tools even the site has lots of links and webmastert tools account setup properly
i have few account in my webmaster tools that are not showing any link data even the has lots of links. i checked the setup and its everything is good. is some one tell me why there is no data coming through? Thanks

Are multiple links on the same domain worth pursuing?
Let's say you get a guest post on a blog that links to your site for $100. How much is the link from another guest post on the same domain worth? $90? $50? Does each additional link from the same domain lose its SEO impact? What if one blogger loves your content and is willing to post 10+ of your blog posts with links to your site in each - is that worth pursuing just from an SEO standpoint (I know it can be a good branding opportunity if the readership is right)?

Someone has built low quality links to my site - what should I do?
Hey guys, I was wondering whether you could offer me some help on something. One of the site's I'm working on has a blog attached to it and we sometimes accept guest posts from authors. A month or so back we published a blog that has been attracting a number of low-quality backlinks. Having looked into the matter further, it turned out that the client who had created the guest post was doing something called "tiered link building" and was building crappy links to their guest post content on other websites. I have subsequently deleted the blog post in question - will this devalue/cancel out the inbound links pointing to the original URL? Or do I need to do something extra? Disavow even? Comments appreciated!

Link Espionage?
Can anyone tell why pages like this are linking to our site? http://iga.edu/facebooktabs/images/inscribirse/formulario/en/noclosingcost.html This .edu page looks benign, however if you read it, it wont take long to see what appears to be machine generated content related to finance. It has ONLY ONE outgoing link and it to my site. To me it seems to be an attempt to make us look like a link buyer. We aren't! There are dozens of these type of pages linking to us. Hidden links in badges using javascript?
I have been looking at a strategy used by a division of Tripadvisor called Flipkey. They specialize in vacation home rentals and have been zooming up in the rankings over the past few months. One of the main off-page tactics that they have been using is providing a badge to property managers to display on their site which links back. The issue I have is that it seem to me that they are hiding a link which has keyword specific anchor text by using javascript. The site I'm looking at offers vacation rentals in Tamarindo (Costa Rica). http://www.mariasabatorentals.com/ Scroll down and you'll see a Reviews badge which shows reviews and a link back to the managers profile on Flipkey. **However, **when you look at the source code for the badge, this is what I see: Find Tamarindo Vacation Rentals on FlipKey Notice that there is a link for "tamarindo vacation rentals" in the code which only appears when JS is turned off in the browser. I am relatively new to SEO so to me this looks like a black hat tactic. But because this is Tripadvisor, I have to think that that I am wrong. Is this tactic allowed by Google since the anchor text is highly relevant to the content? And can they justify this on the basis that they are servicing users with JS turned off? I would love to hear from folks in the Moz community on this. Certainly I don't want to implement a similar strategy only to find out later that Google will view it as cloaking. Sure seems to be driving results for Flipkey! Thanks all. For the record, the Moz community is awesome. (Can't wait to start contributing once I actually know what I'm doing!)

Internal Link Structure

of which is targeting the phrase jobs in **** (I'm sure you can fill i the gap
:)) I've made a few changes recently which has included having the
Contract jobs in **** | Permanent Jobs in **** | Temporary Jobs in **** & Today’s
jobs in **** links added to the homepage... Perhaps foolishly and impatiently, I did all of these at the
same time, whilst also changing the sites internal link structure, specifically
for all links to the homepage, which previously were like <a<br>href="/">Home and have now been changed to <a<br>href="/">jobs in ****</a<br></a<br> Meaning that I have 4500 internal links with the anchor text
'jobs in ****' But rather than seeing an improvement n my SERPs ranking, I have
gone from page 2 of Google to page 6, and falling...... Apart from being inpatient, what have I done wrong? Many thanks0 -
Does your website get downgraded if you link to a lower quality site?
My site has a pr of 4. My friends site has a pr of 2 but I think that he is doing some black hat seo techniques. I wanted to know whether the search engines would ding me for linking to (i.e., validating) a lower quality site.
