Frequency of Manual Link Building Monitoring

Hey Moz!
We're in the middle of performing a link remediation campaign, and had a question regarding new links. We do not acquire any links through methods that break Google's guidelines, but we recently discovered a suspicious link to our website that happened organically.
What is the recommended frequency for manually checking all newly discovered links to our website in order to catch/remove toxic links? Monthly? Bi-monthly? Yearly?

Monthly should be fine.

How to link build?
Hello all. I've been having intense conversations with an experienced SEO, who has told me that the only way to get consistent links to your website, and to build you business through the web is through blogger outreach, and then paying the bloggers to put your appropriate content on their high Page Ranking website. I'm hiring a link building company - need help choosing
I asked this question before and got mixed feedback. Companies vs. Freelancers. Well I have a couple questions here. At a certain point it is definitely worth going in house, but what about the knowledge that we could gain from working with a big agency? Does that really add any value? Can I hire a freelancer and trust him as much as a big agency? or vice versa? Can I hire an agency and trust them as much as a freelancer? I have also been advised to make sure they offer competitive / site analysis as a first step, AND inform you of exactly how many links they plan to build per month, how much time they will dedicate to you and your account, expect turn around times, and light strategy details that they would likely use. Do you stop link building once you have your desired rank?
So with all these updates hitting sites left, right and center. Now you have your desired rank on Google, do you stop link building for that project? I can see some positives in this You will not add links that will get hit by future updates. If you do get hit in future updates you have less links to remove. Obviously it an outstanding link came along from BBC or CNN you would go for that. But press releases etc would you now stop anything like that?

What are some of your best tips, strategies or resources for link building?
I currently work for a contract manufacturing company so when I think about building links it seems as if it's going to be a daunting task. Mainly because any kind of content that you can come up with is rather dry. When I go about searching for links I usually run into a lot of directories that charge anywhere between $25-$50 for a listing. I've had a hard time convincing marketing that we should start a blog which may be a good way to build some links if we come up with quality posts but those posts may be few and far inbetween. Does anybody have any recommendations for building links for this type of company or subject matter? Also, and I'm sure we have all heard this. When I mentioned the fact that we should be building some quality links to the site marketing first asked why and then commented "Well that shouldn't take you too long". Why is it so difficult to get management to accept the fact that managing a website is an ongoing and constantly changing process that involves research and experimentation?

Link building tools/sites
I am looking for a way to share my content in multiple locations to build back links without having to upload one at a time per location. For example- if i write an article and i upload it to ezine articles and then post it over on my blog- it will then post over on my twitter and facebook and linked in. However- how i can also get this article with back links into shared sites, bookmark sites, and other locations online to help build my inbound marketing for back links. I'm trying to find a way to save time while building out the links.
