Is horizontal hashtag linking between 4 different information text pages with a canonical tag to the URL with no hashtag, a White Hat SEO practice?

Hey guys,
I need help.
hope it is a simple question : if I have horizontal 4 text pages which you move between through hashtag links, while staying on the same page in user experience, can I canonical tag the URL free of hashtags as the canonical page URL ? is this white hat acceptable practice? and will this help "Adding the Value", search queries, and therefore rank power to the canonical URL in this case?

Rel=canonical is only a recommendation to Google. If they wish, they can still ignore it, so there is no guarantee, but for the most part, this won't happen.
You can still use a unique title and description on the pages without any problem.

I can use different page titles and meta description for each one of the 4 Hashtag still right?
and having 4 canonical to 1 will make google index only the canonical or no?

I think I see now.
Having that page as the primary one for the rel=canonical to be added to will be no problem at all. It is good practice to use rel=canonical to help Google understand more about a site structure and which page is the primary one to deliver when there could be other choices.

I'm trying to imagine the site setup before answering - so you move between 4 pages of text while staying on the same page? Is this then using frames? Do you have a link to the site so I can have a look?

Am I right in thinking this is a single page site? But the single page is a horizontal rather than vertical scroller?

[linkbuilding] link partner page on webshop, is it working?
Hello Mozzers, I am wondering about the effect of link building by swapping links between websites and adding a link partner page to the web shop containing hundreds of links. I have this new competitor coming in to the SERP of Google competing on the keywords I am targeting. The competitor has way more links than our web shop. The competitor has a page with hundreds of links to other web shops witch on there turn has a link to there web shop. (not all off them link back btw) I always thought it is no use sharing links with other websites this way in creating a huge page with hundreds of links. it is of no benefit for neighter website to do this. Still it does seems to work (?) and tis strategy is used by a lot of web shops in the Netherlands. How are you guys looking at this?

Why do websites use different URLS for mobile and desktop
Although Google and Bing have recommended that the same URL be used for serving desktop and mobile websites, portals like airbnb are using different URLS to serve mobile and web users. Does anyone know why this is being done even though it is not GOOD for SEO?

Is there such thing as white hat cloaking?
We are near the end of a site redesign and come to find out its in javascript and not engine friendly. Our IT teams fix to this is show crawlable content to googlebot and others through the user agents. I told them this is cloaking and I'm not comfortable with this. They said after doing research, if the content is pretty much the same, it is an acceptable way to cloak. About 90% of the content will be the same between the "regular user" and content served to googlebot. Does anyone have any experience with this, are there any recent articles or any best practices on this? Thanks!

Too many links with the same Anchor-text?
My first question at SeoMoz: Recently my gambling site has been experimenting a subtle yo-yo effect for our most sought-after keyword. A month ago we legitimately added a PR-6 inbound link with that keyword (tragamonedas) from an institutional site of our own development. We are worried that google might have regarded that move as an illegitimate link acquisition, since those apparent troubles with our keyword appear to have started right after that link was processed. Is it too late to change the anchor text, in case that action might deliver positive results? Also, we might have focused too much on the very same keyword in our link building campaign.
