Can a page be penalised by Google but not the entire site?

I have recently given some content to another site for a link. When I originally checked the site, it was indexed by Google and seemed ok. However, when I tried to check that the catergory page that my content was posted on was indexed, I received and error message from Google, however the homepage is still being indexed by Google. Is that the sign of a penalty or not?

All is fine then. Category pages are very often noindexed to reduce duplication issues, so really don't worry about this. It certainly doesn't sound like there are any penalties going on there.
That said, do a little social activity around your post as well and get it promoted.

It does say noindex, follow
When I tried to check if it was indexed that way, it didn't return any results

Have a look in the header of the category page and see if it says "noindex, follow".
A simple way to check if a page is indexed, is to type site:www.siteurl.com/category or whatever the URL to the category page is.
The 404 might just mean the page wasn't available when it was crawled, but I wouldn't worry about it too much. The main thing is the page with your content on is indexed.

I can access the category page on their website.
However, when I go to Google and type the cache:..... it returns a 404 error.

Yes, the common thing to do here is noindex the page but leave is set to Follow.
That said, you shouldn't get a 404 unless the page actually doesn't exist. Can you browse to the category on their website?

I'm just getting that 'Error 404 (not found)' page with the picture of the broken robot.
They may have just no-indexed the category pages, I didn't know that was possible.

What was the error message you got back from Google, Brian?
It is possible for Google to only index parts of a site that are considered worthwhile, but are you sure they haven't just no-indexed the category pages on the site? This is quite common.

How can a site with no content, non SEO optimized or any value rank better?
I understand there are many more variables to rank #1, but this site is currently #1 for one of our top keywords and I really don't understand what they Competior site barely has 200 words on any given page, very few content other than images with no ALT tags, titles, No H1 tags. in other words the website is not SEO optimized. Do Facebook pages behave like a regular website pages?

Classified Sites Ranking on Page 1
How is it that Craigslist, and Backpage get a boost from google and take over 1 or more of the page one results in my niche? Ive also seen people ask a yahoo question, and answer with a link to their website? Are these just temporary boosts?

What can I do to increase this page's rank
I have this page that is doing alright for the phrase "skyward sword walkthrough" I used to be ranked number 2 but it has dropped http://legendzelda.net/skyward-sword-walkthrough/ Sites like IGN are huge so I do not blame them for overpassing my rank but zelda informer I feel like I should be outranking at least. I have a fairly good on page ranking grade using the seomoz tool. And the OSE shows I have 11 domains linking - most with some kind of variation to that keyword. And I have actually built out more since then. Most the links are on highly relevant pages. I contacted a lot of gaming sites before this game was released and asked for a link back in exchange for a variety of things (shoutouts mostly - no paid links) The page performed extremely well when Skyward Sword came out and I got hundreds of thousands of hits but as my rank is beginning to drop its a lot less (also can be attributed to hype dying down). But any suggestions or glaring issues would be great. Link building is something I am always doing as well - mostly through guest blogging.

Different Countries Google Directories?

Website dissapeared out of Google
Hi Everyone, About 2 months ago i launched a website called http://spelenroulette.nl, i did some linkbuilding for this website in the meantime with other roulette/gaming related websites and the website got a bit up in Google. But when i was checking my rankings today the frontpage of this website doesn't show up on the first 80 pages? Only some subpages are still on the same positions. Could this be for a rank-update like these happens all the time and your site dissapears from Google for several days, or could this be because of wrong/too many backlinks or something completely different? When looking at my site in open site explorer the top results are very dodgy spam and porn sites backlinking to us. Is this having a negative impact on our site?
When using open site explorer to check out who is linking to us I was surprised that the top results are spam and porn sites. These are completely irrelevant links. Does this have a negative impact on our site? What can we do to combat this?
