SEO for interior page

Is it possible to be penalized on an interior page but not the whole website?
Here's why I ask, I have a page: www.thesandiegocriminallawyer.com/domestic-violence.html that is not ranking well (p. 21 of Google) while the rest of the site ranks well (b/w p.1 to p.3).
I checked the link profile in opensiteexplorer, ahrefs, and majesticseo but can't find any problems.
I have also checked the HTML code, CSS, keyword optimization, but can't find any problems there either.
Can anyone give me insight into why this might be happening?
Of course, I'm working under the assumption that this page SHOULD be ranked higher for "San Diego Domestic Violence Attorney" - at least higher than page 21.

Yes, it's possible to be penalised for a single page or single keyword.
Your page has mostly san diego domestic violence lawyer as the anchor text. You might want to stop doing that altogether.
I didnt take a look at your competitors though so they might be more SEO, but there's a possibility that you got a minor penalty for that keyword phrase.

Webshop landing pages and product pages
Hi, I am doing extensive keyword research for the SEO of a big webshop. Since this shop sells technical books and software (legal books, tax software and so on), I come across a lot of very specific keywords for separate products. Isn't it better to try and rank in the SERP's with all the separate product pages, instead of with the landing (category) pages?

Why has my home page replaced my sub-category page for set of keywords? Happened 2x in last 2 weeks for day or so only to fix itself. What is going on?
Today I noticed a really weird problem. Our LED Step Lights page (https://www.pegasuslighting.com/led-step-lights.html) has been replaced in the search results with our home page. See screenshot below. As I started to research what was going on, I noticed that this same thing must have happened on January 26 and 27 because in my Analytics I can see that our LED Step Lights sub-cat page had a sudden drop in traffic on those two days only to bounce back again on the 28th. See screenshot below. Our LED Step Lights page has had no changes in content, meta information, or anything in months. We have done no recent link building to this page in years. I don't understand what is going on. This is a popular page for us generating decent traffic. I really don't understand what is going on or even how to try and resolve this problem. I checked our Search Console. No messages. No manual web spam actions. Nothing to suggest that anything is going on except for the weird drops in traffic. Has anyone ever seen this happen before? Pagination & SEO
Hi In one of my other Q&A's someone mentioned I may need to look at pagination. For instance, are these pages counted as 'new' pages in Google's eyes when clicking on pagination? http://www.key.co.uk/en/key/plastic-storage-boxes http://www.key.co.uk/en/key/plastic-storage-boxes#productBeginIndex:30&orderBy:5&pageView:list& Does anyone have any advice on what I could do? What to do when your home page an index for a series of pages.
I have created an index stack. My home page is http://www.southernwhitewater.com The home page is the index itself and the 1st page http://www.southernwhitewater.com/nz-adventure-tours-whitewater-river-rafting-hunting-fishing My home page (if your look at it through moz bat for chrome bar} incorporates all the pages in the index. Is this Bad? I would prefer to index each page separately. As per my site index in the footer What is the best way to optimize all these pages individually and still have the customers arrive at the top to a picture. rel= canonical? SEO Consult?
Is there anyone here that I can pay to give me a deep analysis of my website and my competitors with recommendation on what to do? I am a small business and I cannot afford expensive monthly SEO fees. I can probably afford a one time consult fee, then I can do the work myself. Or maybe I can pay a-la cart for some of the fixes. I understand this may not be something SEOs want to do since they make their money off doing the work and may not want to share trade secrets. I just thought I would throw that question out there. I've been working on trying to SEO my site for a year now... I was improving and happy with my progress until October and lost 30 positions over my tracked keywords. I have no idea why. I'm kind of at my wits end! 😞

Does Google still don't index Hashtag Links ? No chance to get a Search Result that leads directly to a section of a page? or to one of numeras Hashtag Pages in a single HTML page?

Advice on further SEO
I am frustrated by a lack of progress for a major keyword I want to rank for. I have made several pages, optimized with Onpage and even a whole site but I can't seem to get my ratings up. Local SEO for franchises
