Is it a good idea to target a similar versions of a keyword?

Salute you all,
I am optimizing a site for an attorney. I have done some good research and find the keyword difficulties.
Some of my keywords are very similar was wondering is this a good idea and safe (white hat) or not?
e.g. page title: 1) city immigration lawyer 2) city immigration attorney
My main and first reason is to target all users. Since some will search under 'attorney' and some under 'Lawyer'.
Secondly one is easier than the other.
I appreciate any input from more experienced seo experts.

Don't use two separate pages for these queries - they are effectively the same (just a different wording for the same thing).
As the other commenters have noted, these terms are very similar and given the way Google is continuously moving towards semantic search and understanding concepts/topics rather than strict keyword matching, you should easily be to target both terms with a single page. The only reason not to do this would be if 'attorney' and 'lawyer' were actually two totally different services but as far as I know that is not the case, they're simply synonyms (at least in layperson's terms - even if there's a technical distinction presumably your target audience won't be likely to know or care).
Creating two different pages for what is basically the same topic will therefore not be useful to users and could get you in trouble with Google - at the very least you'll be confusing the search engine as it won't know which one is more relevant, and you'll be splitting any potential link equity you might get to those pages.

Let me help you understand what I am thinking to do. I am targeting different set of keywords for the same site. aiming to have different page titles with different keywords for each page. I want to rank for both keywords on different pages with different content. They have different keyword difficulty. One is easier than the other. e.g. one is 21% and the other 40%. and when I searched for 'city Immigration Lawyer' and 'city immigration Attorney'. I get different search result with different ranking. I want to rank for those who search for word 'attorney' as well as those who search for 'lawyer'.
I have seen a site on Google first page, they have used both lawyer and attorney in the same page title. They have both words on the same page content too. e.g. ....immigration lawyer | ....immigration law attorney
But I don't want to do that. If I use 'best ... immigration Attorney' the content will have attorney in it. If I use 'best .... immigration lawyer' my content will be written accordingly. but in my site I will be using attorney and lawyer in different pages.
What y'all think about this?

This is one of those circumstances where Google know that an attorney and lawyer are one in the same and will deliver results for Lawyer when you search for Attorney. As David said, if you try to cover off both words here, then you could land yourself in trouble.
If I do a search for "London Immigration Attorney" then I get results back for Lawyer, so for me, this is the phrase that I would go for.

I agree with DJ on covering it separately, but only from a paid search perspective.
If you are clever enough with your on-page content writing, and page titles/descriptions/keywords you should be able to cover both relatively easily. Optimize a bit more heavily for the stronger search query, or the one that has the most searches. This can be found using the Google Keyword Planner.
People are not going to want to read two separate pages of lawyer and attorney worded info. Could also get you into trouble with Google if the pages are similar to one another.

My opinion, target both of them using two separate campaigns.
The market is telling you what they want.

Google webmasters tools, Majestic and Ahref in a simple case study (Bad links and Good links)
Hey guys, This case study started from here. A simple summary, I discover that I got +1000 backlinks from Blogspot though Google webmasters tools after making a connection with owners of these blogs which points to my new blog. Before starting I proudly invite Thomas Zickell and Gary Lee in this discussion. I wish you accept my invitation. Let's go to the main point, I've used Google webmaster tools so I will start with. Then Ahref which used by **Thomas **and then Majestic which used by Gary. Take a look at "001" screenshot, you will see that Google webmaster tools discovered 1291 links points to my site. Take another look at "002" screenshot, you will find that there are 22 domains points to my site. Most of them are good links since they are coming from websites such as Google.com, Wikipedia.org, Reddit, Shoutmeload, WordPress.org, ...etc. Beside +1000 backlinks came from Blogspot.com (blogs). Also, there's some bad links such as this one came from tacasino.com Necessary to say that I've got some competitors and they nicely asked me to stop the competition for some keywords and I've ignored their request. So, I'm not surprised to see these bad links. At "002" screenshot, we can see that Google didn't discover the bad links as they discovered the good links. And they discovered a lot of backlinks which not discovered by any other tools. **Let's move to Ahref, ** I will use screenshots provided by Thomas. At "003" screenshot, you can see Ahref report that say 457 links from 10 domains. By the way, social engagements data are wrong. I got more than zero engagements .. really. At "004" screenshot, you can see domains points to my site, links with anchor text. Take a look at the second link you will find that it's a spammy link coming from PR2 home page since it's is over optimized. the third link is also a spammy link since it coming from a not-relevant website. Beside other bad links need to be removed. So, Ahref didn't discover all of my good links. Instead of that it discovered few good links and a lot of bad links. In a case like this a question come needs to be answered since there are some people trying so hard to hurt my site, Do I have to remove all this bad links? Or, just links discovered by Google. Or, Google understand the case? **Let's move to majestic, ** Gray Lee provided data from majestic which say "10 Unique Referring Domains, with 363 links, 2 domains make up a majority." Since Gray didn't take any screenshots I will provide mine. At "005" screenshot, you can see some of the bad links discovered by Majestic. Not all of them discovered by Ahref or Google. In the other hand, Majestic didn't discover all of my Good links. Also, there's a miss understand I would like to explain here. When I published the Discussion about +1000 link. Some people may think that I trying to cheat you by providing fake info and this totally wrong. I said before and I'm saying that again you are so elite and I respect you. Also, I'm preparing for an advanced case study about this thing. If any expert would like to join me this will be great. Keyword Duplication in the title
Hello, I read on this great SEO Blueprint Article here that you don't want to duplicate any words in the title tag, even one duplicate. But what if your branding and keywords both have the same word in it. For example, making the title here like this: NLP Training and Certification Center | NLP and Coaching Institute which is 66 characters by the way. Your thoughts on the duplicate word "NLP"?

Penguin destroys 1 of my sites! Any ideas why the other was spared?
I have 2 main sites for my business. One is a creaky homestead site about 4 years old Another is a much more sophisticated wordpress site now almost 2 years old. That site's traffic steadily increased until May of 2011 when it suffereed a 25 to 30% decline probably due to Panda. I did all of the recommended fixes with little effect until about 3 months ago when its traffic started going up again and had almost a complete recovery until last week when my traffic is down about 95%. I strongly suspecct the penguin. Interestingly, my old site has been virtually unaffectted even though bost sites are fairly similar, on both sites I started with a lot of directory links including DMOZ, Yahoo, BOTW, some strong lawyer sites like NOLO.COM, Lawyers.com, and others not so strong but I tried to get the best directories I could find. Then I started getting a lot of natural links but some of these aee pretty junky sites and scraper type sites. I am curious if anyone has any thoughts on why www.uncontesteddivorce-nyc.com was hit so hard while www.affordable-uncontested-divorce.com is unscathed. The newer site has, accoring to majestic seo and market samurai, around 35, 000 backlinks, while the older site has around 3500. Thanks, Paul
