Title and Meta Description Best Practice

Hi guys,
I need some creative input on this.
I'm working on a Hyundai dealership's website, and I want it to rank well for "used cars" in its local market. I need it to rank well for four cities for "Hyundai Dealer" also. Can you pick apart a dummy meta title and description I put together?
In the example "Metropolis" will be the home city
Title, "Hyundai Dealer serving Metropolis, Gotham City, Star City & Red City, NY | Used Cars Red City, NY"
Description, "Visit Bob's Hyundai in Metropolis, NY. We're a new & used car dealer near Gotham City, Star City & Red City, NY."
Be brutally honest and let me know what I can do to achieve this objective beyond this too if you can. I want to know how I can achieve this objective.

Because of Google's bias toward physical location, simply mentioning the names of neighboring cities in which you have no physical location is unlikely to earn you a place in the local pack of results for 'used cars' in these cities, and will not typically be enough to gain you a spot in the organic SERPs, either. The exception to this would be if you are in such a niche with such low competition that it's easy to rank for anything - which isn't typically going to be the case with a used car dealer in a big city.
Meanwhile, the mention of these other cities in the titles of pages that you are trying hard to get to rank in the local pack for that main, physical city may actually somewhat dilute your ability to achieve that goal. Rather than saying, "Hey Google, THIS is our city of physical location!", you are splitting up the title to say, "Well, we're relevant to a whole bunch of places," when, in fact, you're really only strongly relevant to the main one.
Chances are that you'll need to consider whether the development of landing pages for these other cities is a good marketing decision and a user-friendly strategy. This typically involves brainstorming to see if a business has a legitimate presence in other cities, beyond the fact that it's near to them and that customers travel from there to the business.
With SABs (service area businesses), this decision is quite easy, because the plumber may be based in Metropolis, but is traveling to Gotham City, Star City and Red City to fix sinks. With something like a car dealership, the link is less obvious.
Does the dealership do something in these cities that would warrant the development of content specific to these locales, that would then provide a sensible set of pages to be optimizing for each individual city? For example, does the dealership offer unique specials based on the customer's city of origin (Red Star customers get 5% off their purchase of a used car this summer). Or, perhaps, does the owner send a mechanic to vocational schools in another city to give presentations. Does the company participate in seminars or events in these other cities? Maybe vintage car shows or charity events? If you can find a legit connection between the business and neighboring cities, then you have something interesting to write about and a user-centric reason to be building and optimizing pages for these cities. If no such connection exists, you may need to consider PPC ads, instead, targeting these cities.

Title Tag : use comma, pipe or colon (:)
Hi, If Title has two and three keywords then which one is better option to separate them either with comma or pipe or colon. Example : Arvixe Review, Coupons (Jun 2015) and Uptime Report (I used (,) as a separator) Arvixe Review is primary keywords and Coupons and Uptime are secondary keywords. Aim is rank on keywords like Arvixe Review, Arvixe Coupons and Arvixe Uptime.

Would having a + plus sign between keywords in meta title have an effect on SEO?
I have seen one of my clients' competitors do this in their meta title and it got me a little intrigued... I understand that google uses the + sign as an operator in adwords, and to a certain extent, as a search tool, but would it help or make any difference to the SEO in the meta title/data (eg. 'SEO+Marketing+Services')? Thanks

Rel Noindex Nofollow tag vs meta noindex nofollow
Hi Mozzers I have a bit of thing I was pondering about this morning and would love to hear your opinion on it. So we had a bit of an issue on our client's website in the beginning of the year. I tried to find a way around it by using wild cards in my robots.txt but because different search engines treat wild cards differently it dint work out so well and only some search engines understood what I was trying to do. so here goes, I had a parameter on a big amount of URLs on the website with ?filter being pushed from the database we make use of filters on the site to filter out content for users to find what they are looking for much easier, concluding to database driven ?filter URLs (those ugly &^% URLs we all hate so much*. So what we looking to do is implementing nofollow noindex on all the internal links pointing to it the ?filter parameter URLs, however my SEO sense is telling me that the noindex nofollow should rather be on the individual ?filter parameter URL's metadata robots instead of all the internal links pointing the parameter URLs. Am I right in thinking this way? (reason why we want to put it on the internal links atm is because the of the development company states that they don't have control over the metadata of these database driven parameter URLs) If I am not mistaken noindex nofollow on the internal links could be seen as page rank sculpting where as onpage meta robots noindex nofolow is more of a comand like your robots.txt Anyone tested this before or have some more knowledge on the small detail of noindex nofollow? PS: canonical tags is also not doable at this point because we still in the process of cleaning out all the parameter URLs so +- 70% of the URLs doesn't have an SEO friendly URL yet to be canonicalized to. Improve CTR with Special Characters in Meta-Description / Title Tags
I've seen this question asked a few times, but I haven't found a definitive answer. I'm quite surprised no one from Google has addressed the question specifically. I ran across this post the other day and it piqued my interest: http://www.datadial.net/blog/index.php/2011/04/13/special-characters-in-meta-descriptions-the-beboisation-of-google/ If you're able to make your result stand out by using stars, smiley faces, TM symbols, etc it would be a big advantage. This is in use currently if you search for a popular mattress keyword in Google. It really is amazing how the special characters draw your attention to the title. You can also see the TM and Copyright symbols if you search for "Logitech Revue" Radioshack is using these characters in their adwords also. Has anyone found any definitive answers to this? Has anyone tracked CTR and long-term results with special characters in title or description tags? Any chance of getting penalized for using this? As a follow-up, it looks like you could also put check symbols into your meta-description tags. Which of these elements are good / bad link building practices?
Hi, I need some help. I recently got some help with an seo project from a contractor. He did 50 directory submissions and 50 article submissions. I got good results, going up about 20 places (still a long way to the first page!) on google.co.uk on a tough key word Since this project I learned article marketing is not cool. So I am wondering about what I should do next. The contractor has proposed a new bigger project consisting of the elements listed below. I don’t know which of these elements are ok and which aren’t. If they are not ok are they: 1) a waste of time or 2) something I could get penalized for? Let me know what you think??
