My company has a G+ page for each of our 60 locations. Do we need a branding page as well?

Much like for Facebook, we usually recommend to do so. A main one is probably needed. It's for the general audience, to send out company wide promotions and stuff.

Ranking top 3 with Geographical Keyword but not on 1st page without it.
Recently I have been working to solve an issue where we rank number 2 for "Web Design Memphis" yet we do not appear on the first few pages for the keyword "web design." Several of our local competitors appear on the first page without the geo keyword. What can be done to solve this issue? I am not searching incognito and Google is recognizing my locality. Why is the competition able to rank on the first page without the geo keyword and we are not? Thanks for your feedback!

Multiple Location Pages and Duplicate/Thin Content
I have a client who has 10 locations throughout Colorado. Each has it's own claimed Google Places profile. I know that Google is encouraging a unqiue page on your site for each individual office location, and then aligning each location's page with it's Google Places profile. Could this create a duplicate content or thin content issue though? Each location's page on the site would have essentially the same or similar content -- just with a unique address and phone number. They're a law firm, so the company information is the same across all locations, other than the address and phone number. We could re-write the content so it's not completely the same, but for 10 locations that gets a little crazy, and still doesn't create truly unique/original content. If we get too creative with the content on each page, it would be counterproductive because these are landing pages so i want them to have the firm's major selling points to help convert. Also, the firm is ranking very well in organic and blended/local search for Colorado terms and all individual locations EXCEPT Denver, the biggest and most important market by far. Trying to move from page 3 to page 1 in Denver is important enough to warrant making the necessary changes. I just don't want to damage all the progress we've already made. Multi-site listings in Google Local/Place pages
I've had problems with a client that is a local medical center with multiple sites/addresses. We've created a Place Page for each location and linked it to the location page on the client's website that matches the address on the Place page. But that means we're not linking to the medical center's home page -- and Google Places doesn't like that. I know this because after we'd owner-verified each Place Page, Google went in and just changed the website link that was a deep link to a location page and replaced it with a link to the home page. But now there's not an address match. How should we handle this? Related question: Does it make sense to claim a separate listing in Yelp and other local directories for each of the separate locations since they each have a unique address? Will Yelp & other local directories allow for links to non-home pages on the client's website?
