Client is paranoid about Google penguin penalty from getting links from a new website they are building

We have a client that is creating a new promotional website that consists of videos, brands and product reviews (SITE B). After a visitor watches a video on SITE B they will be given a "click to purchase" option that will lead them to the original website (SITE A).
Our client is paranoid that since all the outgoing links on the new SITE B are going to the original SITE A there might be algorithm penalty (for one website or both). I find this very unlikely and even recommend "no follow" coding for a peace of mind. However are there any resources/links out there that can back up my argument that they will be alright?

Penguin is a penalty that was created to flag unnatural, artificial linking where that linking was implemented purely to game the Google system.
If both site A and site B are legitimate, trustworthy sites, where the company brand is clearly consistent across both sites, and as long as the links are a "buy" link that takes the visitor to a purchase page, and where those links have anchor text that is not stuffed with keywords, then there is no reason to believe Penguin would flag either site for artificial manipulative links.
And yes, putting a nofollow on those links will ensure this is an absolute certainty.

I have a Domain authority of 28 with a spam score of 28 % Can I outrank with amazing content a site that hase a domain authority of 50 and a spam score of 1 % ? DIsavow links even without a penalty?
This is a sort of follow-on question from a previous one I asked, where I was being advised to do this. I've inherited a poor client link profile from a previous provider, with tons of partial match links for "IT support" on a lot of low quality directories. It has been at least a year now since they were built, and I'm concerned that the abundance of them will make it harder to rank for any "IT support" keywords due to over-optimization. This is frustrating since "IT support London" is the main keyword for the home page. On the previous thread, I was advised to disavow these old links and move on, though I have heard from many in the SEO community (and read) that using the disavow tool unless absolutely necessary (i.e. In the case of a penalty) is a mistake, since it is effectively notifying Google that you have been "misbehaving" and you should stay away from sending these types of signals altogether. Can anyone with experience in this matter please advise on this? Thank you in advance.

Google Manual Penalties:Different Types of Unnatural Link Penalties?
Hello Guys, I have a few questions regarding google manual penalties for unnatural link building. They are "partial site" penalties, not site wide. I have two sites to discuss. 1. this site used black hat tactics and bought 1000's of unnatural backlinks. This site doesn't rank for the main focus keywords and traffic has dropped. 2. this site has the same penalty, but has been all white hat, never bought any links or hired any seo company. It's all organic. This sites organic traffic doesn't seem to have taken any hit or been affected by any google updates. Based on the research we've done, Matt Cutts has stated that sometimes they know the links are organic so they don't penalize a website, but they still show us a penalty in the WMT. "Google doesn't want to put any trust in links that are artificial or unnatural. However, because we realize that some links may be outside of your control, we are not taking action on your site's overall ranking. Instead, we have applied a targeted action to the unnatural links pointing to your site." "If you don't control the links pointing to your site, no action is required on your part. From Google's perspective, the links already won't count in ranking. However, if possible, you may wish to remove any artificial links to your site and, if you're able to get the artificial links removed, submit areconsideration request. If we determine that the links to your site are no longer in violation of our guidelines, we’ll revoke the manual action." Is cross-linking websites bad? What is your experience?
Today, I was watching video about Is cross-linking websites bad? on Google Webmaster YouTube channel. I've big confusion on this subject because, I have made big changes on this factor. I have removed my website link from two websites. Both websites are top to link my website. But, I have removed it due to certain issue.
