Do Local PPC Ads Get Ranked Higher Even Though the User Doesn't Specify Search Location

See the attached image.I searched for a drug called "Actos". The first Google Adwords result was a result specific to "Arkansas" which is odd because I didn't specify that I was in Arkansas. I understand that Google makes that recommendation because Google knows I'm in Arkansas. The resulting landing page has NOTHING to do with Arkansas and you can view it here: http://bladdercancerlawsuit.org/actos-bladder-cancer/My question is this: Does the fact that the AD has the name of the user's state (Arkansas) make the "click" less expensive or higher ranking or both? Is this known by Adword specialist community? I'm wondering because this is an expensive keyword and hard to guarantee top position for. If this is a technique we should incorporate, I'd love to do it. U1dfiiE

I received a good response form one of my associates. I thought I'd post it because it was a concise answer.
1. Yes, Google has several ways of determining where you are searching from or about and then shows ads accordingly.2. Indirectly, yes it can make the click less expensive because it could raise the clickthrough, thus raising the quality score, thus lowering the required cost per click. Is it worth the effort to create unique ads for each state? No. It makes things very complicated to measure and difficult to manage.

In short, no. They're just adding that to personalize the search to your location and hopefully increasing the clickthrough rate. They still have to bid high to be sitting on the top spot.

Hi there, I have a question regarding Google My Business listings: We currently have a business with few offices (less than 10). Each office has it's Google listing under the same Google account.

"state" abbreviation in Google My Business for Irish/UK locations
Hi guys I have a question about one of the required bulk upload fields for Google My Business Locations: "State". We are covering Ireland and the UK and we don't have states, more provinces and counties. Any ideas what to enter in to this field? For example, for a shop in Dublin Ireland should it be Dublin (the county) Leinster (the provence) for the "State" field? And how are these abbreviated? Should I just enter IE or GB for all entries in the state field?

Hotel Local Listings Greatly Varying With Date
Searching for accommodation in a local region brings up a local listing block (e.g. http://puu.sh/irEoJ/635140594d.png). When clicking through to the block and changing dates, the order of the listings vary greatly. See attachments for 4 samples. How is Google deciding to order these listing blocks?
