Recommended action for site hit by penguin ?

What is more advisable, though there surely could be debate on this?
Back in '07 till sometime around a year ago it seems our site got hit by google's updates, no manual action though, and have seen in past few months disavowed what we could find as well as deleted a lot of links. We are also working on getting word out on the brand as well and trying to get on some business websites to have articles and offer some discounts.
Our keyword rankings seem stuck in limbo the past year or so though. Some main keywords for example seem stuck around page 8 when they used to be on page 1.
Question is, can what seems to be a penguin update be recovered from? Is Google likely to refresh the algorithm? Also could starting a new site be more worth the investment - starting fresh with natural links, etc And if googles system could pick up that the site is run from same ip, etc. would they care?
Also the keyword competition one of Moz's tools said around 46% if that makes a difference for one of the main keywords.

Hello,
If you can provide me with the domain name I can probably best advise you. Once you get a spam action it is nearly impossible to remove all the bad links and can in many cases be easier to start with a new domain name.
If you use Majestic SEO, download all your backlinks, then use excel to divide the trust flow by citation flow of each link to find the spam factor of each link. If the link has a value of below 0.3 it is on the spammy side and if you have hundreds or thousands of these then it is probably cheaper and faster to start with a new domain name.

Google panda, penguin or Patience needed?
Dear friends, On 3rd of May, i suffered a Manual google unnatural outbound link penalty. I recovered from the said penalty on 27th of June. However, i have noticed that my traffic has been dropping since 23rd April. I am confused where to target my work. Should i work on thin content and is it an algorithmic Panda problem (but my keywords are still ranking good) or is it a Penguin problem (I had 6 domains with payday loans backlinks and i have dosavowed 32 backlinks recently) What should be my plan of action here and what would you recommend? Are creative widgets still a good strategy in the Penguin world?
Im planning on building a small utility widget that my site will distribute to related sites. I plan on implementing this with JS and including a small anchor link back to my site. In the new penguin world, will the possibly be destructive to my SEO efforts? Any do's or don'ts when developing a widget/badge for distribution to lets say a dozen sites?

ECommerce site being "filtered" by last Panda update, ideas and discussion
Hello fellow internet go'ers! Just as a disclaimer, I have been following a number of discussions, articles, posts, etc. trying to find a solution to this problem, but have yet to get anything conclusive. So I am reaching out to the community for help. Before I get into the questions I would like to provide some background: I help a team manage and improve a number of med-large eCommerce websites. Traffic ranges anywhere from 2K - 12K+ (per day) depending on the site. Back in March one of our larger sites was "filtered" from Google's search results. I say "filtered" because we didn't receive any warnings and our domain was/is still listed in the first search position. About 2-3 weeks later another site was "filtered", and then 1-2 weeks after that, a third site. We have around ten niche sites (in total), about seven of them share an identical code base (about an 80% match). This isn't that uncommon, since we use a CMS platform to manage all of our sites that holds hundreds of thousands of category and product pages. Needless to say, April was definitely a frantic month for us. Many meetings later, we attributed the "filter" to duplicate content that stems from our product data base and written content (shared across all of our sites). We decided we would use rel="canonical" to address the problem. Exactly 30 days from being filtered our first site bounced back (like it was never "filtered"), however, the other two sites remain "under the thumb" of Google. Now for some questions: Why would only 3 of our sites be affected by this "filter"/Panda if many of them share the same content? Is it a coincidence that it was an exact 30 day "filter"? Why has only one site recovered?

Youtube, Video SEO, & my site
For our business we are building a collection of videos ranging including product info, how-to's, and some funny content. My understanding is that if you embed these onto my site from youtube you don't get any credit for these videos on the web site even if submitting a video sitemap. My thinking is to post these videos to youtube and to host them on our own site and submit a video sitemap including the videos on our site. We would change the name, description, etc. on youtube vs. what's o our web site. Question is - is this the best strategy? Do I get penalized for duplicate content? They are important for both the social aspects of youtube and the content vaue of our web site.

Site Speed
I was wondering what benefits there are to investing the time and money into speeding up an eCommerce site. We are currently averaging 3.4 seconds of load time per page and I know from webmaster tools they hold the mark to be at closer to 1.5 seconds. Is it worth it to get to 1.5 seconds? Any tips for doing this? Thanks

Are you seeing changes in your sites today? Panda 2.2?
I've heard rumblings of some Panda sites recovering in the last few days and wondered if the talked about Panda 2.2 has been rolled out. My own site (which actually had a significant boost after Panda) has seen a significant increase in traffic today (started about noon EST yesterday) and a nice increase in Adsense revenue as well. How are your sites doing?
