Looking for a trusted link building service

Can anyone recommend a service to build quality links to our site and work with us on a content strategy, preferably UK based? We have recently recovered from a link penalty and whilst this has been removed we now need to re-build a quality bank link profile.
I've looked into the Moz recommendations but not many seem to be based in the UK or if that doesn't matter then I'd be interested to know people's experience. Basically, since the penalty we've become very nervous about link building even though we didn't necessarily create the problem!
As a small team we've looked to outsource this and have looked at VA's but not confident the links they will achieve will be of good quality

I think this depends on your budgets, if you have the money then like hemblem5 said, companies like Distilled are a possible place to look into, however if you are running on a shoe string or have the ability to do it internally, I would suggest performing the out reach yourself, after all you know your own market better than many companies on the oustside who may claim they can get you lots of "great authority" links.
By Performing the out reach and link building yourself you will be able to regulate the speed at which you build up your new links (slow and steady) and also with additional research have better insight into the kind of relevant good quality content sites you wish to approach and be associated with.

Hi Guys, I am very new hear. I just joined. I have a few websites that I need to manage. I am looking for a software that will allow me to manually add the links that I have been able to acquire. It would also be a bonus if it could search for the links to my site and to see if its still active. Because I have a freelancer working a few hours a week on link building and I need to keep track of the links. I am looking for something simple and good. Any suggestions? By the way, I used Raven Tools many years ago, and it had this feature. But since joining Moz, I don't want to be paying for 2 subscriptions. And I don't know if Raven still has this feature. Link building with PDFs
I created a manual for a popular piece of equipment and placed it, as a PDF-file, on my website. The PDF contains a clickable link to the root domain of my website. Other websites have downloaded the PDF and put it on their own website, hosting it themselves. Since Google indexes PDFs, does the link in the PDF count as a regular 'link' from an external website, and does it have comparable value? Can't find any thoughts or studies about this anywhere.

I could use some help with Link Building Post Panda
I am new to Internet Marketing world and want to become a great SEO. My biggest challenge is How To of Back linking. Not the reason and theory behind back linking. But more the actual hands on Back linking strategy. I feel that a lot of the back linking information out there is so mixed.Rand did a White board Friday lesson on the new link building strategies. When searching for back linking strategies it is filled with all the old link building tactics. What I wanted to ask is all the experienced back link people is, Have you changed your back linking strategy. Or just parts of your strategies. Link Building strategy between domains I own?
I am in the somewhat unique position of owning and administering around 300 websites that each have their own unique domain names. We have a corporate website and then many individual websites for hospitals and nursing centers that we operate. My question is how would you recommend using these sites to build good incoming links between all the sites? Should I take every opportunity to find as many places to link from each site to all the other sites that are owned? Is there anything I should avoid that Google would penalize me for or discount the links all together? Sorry this is a such as long question... but wasn't sure where to start. Thanks!

Create content or more link building?
For those of you who have been doing white hat SEO for many years, I'm curious what % of your time (and/or how many hours/week) you spend on 2 activities: -- creating new, original content for your site -- work on getting links to your existing content I find that working at getting links via article marketing, guest blogging, forum posting, etc, is an open ended time suck that never ends. But maybe a necessary investment for sites that have fewer external links than their competitors (?). Adding unique original content to my site is also time consuming, and I'm not sure about the short-term vs long-term benefit of it. I'm curious if you guys who rank in top 3 positions of the SERPs split your time evenly between link building and content building, or if you spend more time on one than the other? And does the answer change for a site that's been around for a while and already has several hundred external links and several hundred pages of original content? Where should I spend my time on a site that is 8 months old, has about 90 pages of original content (all with good on-page SEO), and several hundred external links (with mostly relevant anchor texts)? My goal is to rank higher for the key terms people search on to find a service like mine. Currently I'm on page 1 in SERPs but not in top 3.
