Two sites, heavily cross linking, targeting the same keyword - is this a battle worth fighting?

Would appreciate your input on this, as many people have differing views on this when asked...
We manage 2 websites for the same company (very different domains) - both sites are targeting the same primary keyword phrase, however, the user journey should incorporate both websites, and therefore the sites are very heavily cross linked - so we can easily pass a user from one site to another.
Whilst site 1 is performing well for the target keyword phrase, site 2 isn't. Site 1 is always around 2 to 3 rank, however we've only seen site 2 reach the top of page 2 in SERPs at best, despite a great deal of white hat optimisation, and is now on the decline.
There's also a trend (all be it minimal) of when site 1 improves in rank, site 2 drops.
Because the 2 sites are so heavily inter-linked could Google be treating them as one site, and therefore dropping site 2 in the SERPs, as it is in Google's interests to show different, relevant sites?

Is the domain authority the same for both sites? How similar are their back link profiles? Is there other interlinking going on between them and other sites? If all else is on the up and up, my feeling is that Google wouldn't be seeing them as a single site but that as the algorithm evolves, Google's understanding of the relationship between the two sites is being more clearly defined.
But then again, if you think in terms of "entity", (rather than "sites") maybe Google does see them as "conjoined twins" : ), with one being stronger than the other and a searcher finds one, it will certainly find the other.
Maybe it's time to start experimenting with redirecting things to a single domain. You could start a single page or category and see how traffic or rankings change. I wouldn't bet that it would bring you more traffic but maintaining a single domain vs. two interlinked ones could save time and effort.

Yes, it is in Google interests to show different and relevant sites to users.

I am assuming the by very different domains, you mean different site address because two sites on two different topics can't be heavily interlinked. In this case, I would recommend to have a single website that is performing well in the search engine and merge the other one in it. As you said that users journey should incorporate both the websites, this means they are closely linked. In this case, it would be better to have a single website that suffice users' needs.

Linking Authentic Sites Together - Semi-PBN?
Recently I've had a lot of ideas of sites to build that all would have some sort of relevance to each other, all that would be relevant to my current business. For example, say you have sites for: bars/clubs, music festivals, cinemas, etc, one site for each. While these aren't all directly related to each other, they all kind of fall within a category of entertainment and having fun. Now, I'm not thinking about this as if I were to build a Private Blog Network, but instead each site would actually be valuable to visitors, be content rich, have regular updates and thriving social media etc, as if each were its own individual business. What would be your opinion on actually linking these together at some point down the line? I must stress that these would not be like typical PBN sites where the themes are the same, content is spun or badly written, no human touches or actual value, anything spammy etc, these would actually be authentic quality sites that you would reasonably expect to have a thriving community. Personally, after changing my ways from blackhat to weary-of-linkbuilding whitehat when Penguin 1 was released, I'm aware of what a bad linkbuilding strategy can do and would rather steer clear, however when I compare the plan of these authentic sites I have in my head to the obvious, low quality PBNs that I find competitors use to rank well all the time, I'm coming around to the idea that they may not pose a threat with the way I intend to implement them. Can I get some thoughts?

Obscene anchor text linking to non-existent pages on my site
My website seems to be rapidly accumulating links from what seem to be reputable websites and which are going to non-existent pages on my website. The anchor text of many of these links is obscene. Here is the URL of one of the pages that is linking to me. I contacted the originating site a couple of weeks ago and they are looking into it but I've not heard back. I'm guessing the originating sites have been hacked. Should I be concerned? Why are they linking to pages on my site that don't exist? http://www.radicalartistsagency.com/htmlarea/language/0content_abo_utus.html Looking at the page source of this page reveals the hidden links.

How to stop links from sites that have plagurized my blogs
I have been hit hard by Penguin 2.0. My webmaster explains that I have many links to my articles (a medical website with quality content) from "bad sites." These sites publish my articles with my name and link to my site and it appears I have posted my articles on their site although I have not posted them-theses sites have copied and pasted my articles. Is there a way to prevent sites from posting my content on their site with links to my site?

Link idea? good or bad?
OK so my website ranks fairly well for keywords i would say 50-60 % are ranking in the top 3 my DA is 15 and PA is 28 I have a few other sites that i blog on that i own they have a DA of 11 and PA of 20 i was thinking of just guest posting on those using a keyword Anchor text that im not ranking for and seeing what that would do. I was thinking of creating a few other sites and just blog about random stuff for 3-6 months generate traffic and start guest posting redirecting links back towards me. Is this bad?

Whatever Happened to Text Link Ads?
I've searched the web for any objective articles, good or bad, written about Text Link Ads or Text Link Brokers written in the past two years. Other than the occasional discussion board question, SEOs are silent about these services. I know back in 2006, Rand looked upon them almost favorably. But what has happened since then? Is there any legitimate use for these services anymore (as a link builder)?

External links in a global footer
My company runs a real estate site (http://yochicago.com) that features editorial blog and video content. In our footer, we feature links to some of our client sites. That footer is global, i.e., on every page of the site, of which there are thousands. One of our clients has been hit by Google for unnatural links. While I am very aware of them using a network of junk sites (http://www.seomoz.org/q/can-our-white-hat-links-get-a-bad-rap-when-they-re-alongside-junk-links-busted-by-panda), could we be contributing to the problem? Our site has the most links into the troubled site.
