Forcing Google to Crawl a Backlink URL

I was surprised that I couldn't find much info on this topic, considering that Googlebot must crawl a backlink url in order to process a disavow request (ie Penguin recovery and reconsideration requests).
My trouble is that we recently received a great backlink from a buried page on a .gov domain and the page has yet to be crawled after 4 months. What is the best way to nudge Googlebot into crawling the url and discovering our link?

Appreciate the ideas. I am considering pointing a link at it, but this requires a little more thought and effort to do so ethically. But, at this point, it's probably my best option. Thanks!

You might try pinging the site out or just building a link to the site.

Ahhhh, that's a bummer.
Well, you could try to submit a URL from the .gov site that isn't as buried but links to the URL you want crawled.
You could try emailing someone that manages the website, giving them a helpful reminder that they have quality pages not being indexed regularly by Google

Thanks for the suggestion! But I should have mentioned in the original post that I've submitted twice via Submit URL form and the url has yet to show up in Latest Links in Webmaster Tools.

Black hat : raising CTR to have better rank in Google
We all know that Google uses click-through-rate (CTR) as one of it is ranking factor. I came up with an idea in my mind. I would like to see if someone saw this idea before or tried it. If you search in Google for the term "SEO" for example. You will see the moz.com website in rank 3. Duplicate keywords in URL?
Is there such a thing as keyword stuffing URLs? Such as a domain name of turtlesforsale.com having a directory called turtles-for-sale that houses all the pages on the site. Every page would start out with turtlesforsale.com/turtles-for-sale/. Good or bad idea? The owner is hoping to capitalize on the keywords of turtles for sale being in the URL twice and ranking better for that reason.

How do you change the 6 links under your website in Google?
Hello everyone, I have no idea how to ask this question, so I'm going to give it a shot and hopefully someone can help me!! My company is called Eteach, so when you type in Eteach into Google, we come in the top position (phew!) but there are 6 links that appear underneath it (I've added a picture to show what I mean). How do you change these links?? I don't even know what to call them, so if there is a particular name for these then please let me know! Website not listing in google - screaming frog shows 500 error? What could the issue be?
Hey, http://www.interconnect.org.uk/ - the site seems to load fine, but for some reason the site is not getting indexed. I tried running the site on screaming frog, and it gives a 500 error code, which suggests it can't access the site? I'm guessing this is the same problem google is having, do you have any ideas as to why this may be and how I can rectify this? Thanks, Andrew

Can you block backlinks from another domain
Wondering if this is somehow possible. A site got hacked and created a /data folder with hundreds of .php files that are web pages selling all sorts of stuff. We deleted the /data folder and blocked Google from indexing it. Just noticed in Webmaster Tools that the site has 35,000 backlinks from other sites that got hacked with the same way. Is there a way to block these sites? I am assuming there isn't, but wanted to see if anyone ran into the same problem. It is a wordpress site is that helps.

Will Google Penalize Content put in a Div with a Scrollbar?
