I read the moz begainers guide and I am confuse over this point.
" If i have too many back links from a single site. It's considered too spammy. "
Q: I have a blog and it constantly black links to my ranking page, is this considered bad?
Q: I have an active forum that I go to and I am constantly contributing to the topic however i will always try to relate back to my website, is this considered spammy too?

It does seem like you may be setting up some obvious patterns of backlinking for SEO gains, which Google Penguin can penalize. It especially depends on what anchor text you are using.
Remember that Google prefers linking to be "natural." This means that you produce great content, and then in turn, others will want to share that content by linking to it. A backlink to your website should be seen as an "editorial vote" from one website to another, as opposed to you going out and creating all of your backlinks yourself. Here is a video from a bald Matt Cutts on techniques for building links.
If your primary SEO strategy is to go about linking to yourself on various forums and blogs, and especially if you are using money anchor text like "seo company new york" then you may be setting yourself up for an over-optimization penalty of some kind.
In regards to the discussion forum you participate in, I would check to see if those links you are creating are marked with a rel="nofollow" attribute. If they are, then I would not worry so much about them harming you, but also know that they can't really directly boost your ranking either.

Q1. I would monitor the amount of links you add and also make sure that you aren't overusing the same anchor text. This could potentially come up as a red flag to Google even if the links are quite natural.
Q2. That technique does sound a bit spammy. If you are trying hard to relate back to your website just for links, this too might be seen as shady by Google and other participants in the forum. I would continue to contribute but only mention / link to your website when it's absolutely necessary to make your point.

Best Methods and Tools for Monitoring your Website's Backlinks
Recently, I've launched two websites. I want to make sure I'm doing a good job monitoring our link building efforts. I'm see a lot of tools out there to supplement my use of Open Site Explorer. What I want to know is what tools I should be using to monitor my links? My ultimate goal would be to have the data to track the number of links I'm adding a month so that I can use it for reporting. There is another layer. Because the sites are new, OSE is actually not reporting any links found. I can only find reported links through Google Search Console. Any advice? Is this something where I will just have to wait for everything to get indexed?

Old Spammy Backlinks but No Manual Penalty...No Results
We have taken over a site in which the client had unfortunately hired an SEO consultant who bought bad comment spam links. Webmaster Tools does not show a manual penalty of any kind but clearly this was bad practice from the former "SEO" consultant. I believe we have a good structure of the completely new website we have built for the client but I am not sure of the best way to reduce any negative fallout from the previous actions. I've read conflicting information about submitting disavow report to Google for the comment spam links. In some cases, I have read that it would be irrelevant since there is not a manual penalty. I am fairly certain rankings are being negatively effected from this action and looking for the best way to neutralize the algorithmic penalty. Not sure if this helps or not but I use GWMT "Download Latest Links" and see that the soonest Google discovered one of these links is 4/4/2013. Most of the links were generated some time during 2012. How do you even begin to try to reach out and have comment spam manually removed...when most of the sites that allowed the comment spam to begin with are spam sites themselves?

How to track/find new organic backlinks to your domain
I use Google Alerts to track domain-level backlinks (via the link:http://www.example.com trick) but is there a way to track/be alerted of long urls, not just the domain, without having to set an alert for each specific url?

Backlinks from PR sites not showing in Open Site Explorer
Hi, Over the last year I have used a range of different PR sites to post news articles that link back to various pages on my site. However, barely any show up as link backs on Open Site Explorer, neither follow nor nofollow links. Can anyone explain why this is and whether or not the dofollow links count towards SEO if they are not picked up by OSE?
