As the others have already said, it largely depends on the website and how much work you put into it. If you have a good PR team and are able to generate some buzz around the product/service you offer then there is more chance of you gaining a higher PA and DA.
Don't get too hung up on PA and DA though, they aren't the be all and end all of the quality of the website.

As of today, every time we published a new website it got indexed by MOZ at their next update. Of course there was some sort of initial PR launch and we got some backlinks in the days or weeks following the launch (from websites with an established DA and PA).

Word on the street is that Moz will be updating the PA and DA numbers somewhere in the next 2 weeks with one of their biggest indexes so far.

That highly depends on the new website itself. If the site quickly gains popularity, engagement, amplification, and backlinks, the DA/PA will increase much more quickly than a new website that has not.
Moz generally updates their authority scores monthly, so you may see some movement in the scores as little as a month. However, it generally takes a long-term outlook when growing authority - concentrate less on this number and more on your SERPs rankings and how you can be a better quality resource for the terms your visitors are finding your website for.

Very different PA for 2 versions of the same domain homepage - how to fix pls?
Hi Mozzers, I have a newish website and have been monitoring the DA and PA. http://www.domain.com has a PA of just 21 http://domain.com has a PA of 32. Both have completely different backlinks showing up. Id really like the PA of 31 as the h.page isn't ranking at all yet. ANy advice on this would be great thank you. Is it possible that website DA can be increased by 10+ in one month? I checked for indeed.ae. it was 37 and in next update it was increased by 10. Current indeed.ae DA is 47 (checked on MOZ toolbar)

Top 10 SERP Competition PA
I really like the Keyword Difficulty Tool. I'm looking to get into some affiliate marketing and I'm trying to assess a good niche site to create. I have a couple questions about assessing the results of this tool: 1. When looking to compete for top 10 SERPs are Page Authority & Domain Authority closely related? because a page could have a 1 PA and an 80 DA. 2. What individual PA ranking is considered to be surpass-able? below 40? 30? 3. What difficulty percent would you consider worth competing for? or a waste of time? Do new Mozzers realise it takes effort to respond to their questions?
I see a lot of people asking questions and getting some pretty good responses, but the people who are responding, often do not get a thumbs up for their answer. If you are new and you are reading this, then you maybe do not understand that a thumbs up actually helps the person who gave their time to answer your question. There are several ways it helps, including giving feedback that the answer or the attempt to answer was actually useful, that you learned something or you appreciate the time it took to check your questions and give you feedback that you don't get in other forums, where you might be ignored for weeks or months. This is a collaborative forum and we are all here to learn something and to pass some of our knowledge to others who need it. Not every answer we give needs a thumbs up, but if you got something out of the answer, then, surely it is worth a second of your time to say "Thanks, that helped me" or "Yes, I agree with this"

What kind of keyword difficulty should I be aiming for when launching an new site?
I know that words in their 20's or 30's would be ideal, but it's proving hard for me to find relevant keywords with such scores (just a couple with scores in the 30's). Is going for words between 40-50 a waste of time? Thanks.
