Tools for Link Quality

Hello Folks
I'm a very new at SEO... and need your help please
Currently using the Goggle webmaster tool and SEO moz to monitor back links to a site... my questions are;

Why do both tools show way less back links than I think I should have?

Does the fact that these tools not show a link I've built mean it was a bad link?
-
Finally what is some good techniques to know if a link is worth paying for?

Is commenting on relavent blogs actually still worth anything?

The number of links you will see on tools will normally be less then your actual number of links. There are numerous factors involved in being able to see the link in tools:

Which tool you are using. Linkscape (SEOmoz) crawls the web approximately every 5 weeks, and it can take 2 cycles for a link to appear depending on when it was added and when the site was crawled.

The Domain Authority of the domain where the link appears is a factor. Domains with low DA are crawled less frequently, and not as deeply, as domains with high DA

Page Authority is also a factor. If you have a link from a page on a great site, but the page with your link is buried numerous levels deep then that link may never be discovered.
Commenting on relevant blogs definitely CAN have value. If you offer a good comment with helpful information and occasionally add a link, then surely readers will see it and some direct traffic can be generated. Some blogs will offer followed links which then will pass value directly. Other blogs only offer "nofollow" links which may offer some value still, even if it doesn't directly improve your search ranking.
With respect to paying for links, it's a mistake and you shouldn't do it. You are violating Google's terms and your site can be completely removed from their index upon discovery. EARN links, don't buy them.

Webmaster tools search analytics - can you get current position (not average ) to show with out having to click through
We are working using Webmaster tools position, then pages. Looking at the average position to improve our page rankings. A lot of our pages are already moving up quite well, so the average is not reflecting the current position Is there a way we can see the current page rank rather that an average, with out having to click through each search, (position, then pages etc.) it is quite time consuming.

Tag clouds and leaking link juice
We have a popular blog, but SEOmoz analytics is telling us that theblog  homepage has greater than 100 links and this needs to be addressed. One very big source of links on the blog homepage is the tag cloud. Can tag clouds be a source of link juice dilution? If so, is should we consider either removing the tag cloud altogether (not essential to the site) or consider doing no-follows? Thanks.

Hello Mozzers, Working on a site that has locations around the country and is targeting words like "city name+long tail keyword". They're fairly well optimized on-site, so we're working on recommending localized content but could use some advice for link building. Beyond Google places, what have you guys seen that works?

How do you get links from a photo pointing to a third party site in Google Places?
How do you get links from a photo pointing to a third party site. I’ve seen a number on other Places accounts but I can't figure out how to do it.  They had a picture/logo and the url underneath it (instead of it saying 'from the owner' underneath it), when you clicked the photo it took you to the website instead of just a page with only that photo on it.
