Is it possible that not having cookie warning message penalizes our SEO?

I'm wondering if not having a cookie warning message in a web may be a reason for google algorithm to penalize SEO. (we're talking about a european website)
Does anybody know it it is so?

I completely agree with Massimiliano. There's absolutely no reason why you should receive any kind of penalty for this.

Opinions on leaving Non-SEO Pages without a H1
This one is pestering me and i am on the fence, so i thought i'd ask the trusty Moz community for their opinion. I am running a technical / onsite audit for a client who has quite a pretty, creative and animated homepage with lots of overlaid imagery. As its primarily imagery, including their glossy typography and clickable links, the page does not have a H1. Now i know this goes against best practice, however it's unlikely the page will ever be served as an SEO landing page (in current format), so what are people's thoughts on leaving as is without a H1, considering we are not going to try and ranking the landing page for any particular keywords. Microsoft SEO Toolkit vs MoZ
Hi MoZ Community, Does anybody know how well is Microsoft SEO Toolkit. As far i have noticed this tool reports around 20 violations under three broad areas like : SEO, Content and Performance. On many violations I have found MoZ to be silent like : 1-unnecessary redirects 2-Invalid mark ups 3-Missing Tag 4-like vilations and others Important is that it tells solutions as well against each violation on how to fix that. "Heading 1" vs. "Title" Style for SEO
In Word, you can specify "Heading 1" text which Google presumably treats the same as an HTML tag. Is there any benefit in using the "Title" style? Is it the equivalent of a web page's title?

Do Parent Categories Hurt SEO?
I have parent categories and subcategories. Will it be harder for the subcategories to rank well because they have a parent category? The URL is longer, for one. I am just wondering if I should not have parent categories. I have one category page doing really well and I am trying to boost the others (most of which are subcategories) and this is a concern for me. Thanks! Edit: I also have a category that has 2 parent categories. I want it automatically in those 2 categories and one of its own. By itself it is very important keyword. Is this ok or should I have it be a parent category?

What does the "base href" meta tag do? For SEO and webdesign?
