Client WIll Not Rank for Targeted KW Terms

Good Morning Mozzers,
I am at a total loss. I have been working with a client in a "difficult" (to say the very least) vertical for roughly the past two years and for the life of me, cannot get these clients to rank within the top 3 for the targeted keyword terms.
It seems that every time our targeted keyword begin to gain a little bit of traction and improve their ranking position, it is immediately followed by the same keywords plummeting shortly thereafter.
I have done everything (in my mind) I can to try and get this client's keyword terms to rank, everything from revising the on-/off-page content, building citations, submitting the site to services like Yext, advertising on AdWords and Yelp, etc. but it doesn't seem to make any significant difference.
I'm hoping that someone can offer some guidance into how I can get these clients to start ranking highly for the targeted keyword terms because I'm at a complete loss. I look forward to all of your responses! Thank you for reading.

Duplicate page titles
Duplicate meta descriptions
A number of page titles in the 80-100 character range = too long.
Many WAY too long meta descriptions.
Meta KWs usually act only as a negative ranking factor, if anything. You have a LOT of the same KWs & KW spam.
Anchor text issues for all 4 words: newport, beach, plastic and surgeon. All way over optimised.
Majestic historic shows a HUGE number of referring domains but a much, much smaller level of IPs - typically a spam signal so there may be even more in Search Console that needs clean up, removal or disavow.
I would assume this site dropped initially during a Panda algo update at some point. It has a lot of content-quality issues and some anchor problems.

It could be a wide-range of issues involving both on/off-page (as I'm sure you know). I am guessing it service + location keywords you are trying to get higher organic rankings for. What are the keywords?

Is it normal to initially rank low in the SERPs, then over time gain rank?
We just released a very targeted page for a specific item about 18 hours ago. For the main keyword as well as multiple variations, we currently are ranking around # 40 to # 50 depending on what the exact query is. Is it normal to initially rank lower in the SERPs and then as the page ages, gain? Thank you for your insights!

Rankings and keywords
I have a site www.firewall-cs.com that I have been working on for 4 months. The first 2 months the keywords were going up and then...dropped like a rock! We didn't build the website, but it is a Wordpress site so I can make some changes. For the keywords that have "IT" in them, we haven't been able to recover. It's like Google isn't even reading the home page. The home page slider has the H1 in it and has 3. I have told this to the client. Plus there isn't a lot of content on the page. Is the H1 issue enough for the word "IT Support Orlando" to not rank? Any suggestions would help! Thank you.

My site still out of rank
Hello, I am working on a site for past 3 months, here are the problems with this site, 1. It had a forum full of spam becuase initially captcha was not included, 10000 spam backlinks 2. Affiliate page was also hit by spam about 4000 spam backlinks which were either not existing or porn etc.... 3. Too many internal links which were indexed, these additional links were generated due to tags, ids, filters etc. Existing SEO team decided to remove the forum and after 30 days they blocked it in robots. But within 30 days the site moved from 3rd page to no where. Now after few days lator internal links are also cleaned by putting following in the robots, Dissallow: / *? Dissallow: / *id Dissallow: / *tag Links are now cleaning up, all the spam and bad links are now put into disavow file and sent to google via disavow tool. On daily bases good quality links are been produced such as through content, article submission, profile linking, Bookmarks etc. The site is still not any where on top 50 results. The impressions are decreasing, traffic also do not rise as much. How do you see all this situation. What do you suggest and how long do you think it will take to return to top 10 when good linking is being done and all preventive measures are being taken. I would appreciate any feedback on it. My site rank is not consistent. Once it at first page , then for the next week it is not found in top 100 position. Again two/ three weeks later it ranked automatically without any work. Why this is happening?

I have domain let say abcshoesonlinestore.com and inside pages of this abcshoesonlinestore.com is ranking very well such as affiliate page, knowledgebase page and other pages, HOWEVER i would like to change my home page and product page to shorter url which abcshoes.com and keep those inside page like www.abashoesonlinestore.com/affiliate or www.abcshoesonlinestore.com/knowledgebase as it is - will this pose duplicate content? This is my plan to do it: the home page and product page will be www.abcshoes.com and when people click www.abcshoes.com/affiliate it will redirect 301 to abcshoesonlinestore.com/affiliate HOWEVER if someone type abcshoesonlinestore.com or abcshoesonlinestore.com/product it will redirect to abcshoes.com or its product page itself (i want to use 302 instead 301 (ASSUMING if the homapage or product page have manual penalization or anything bad we want to leave it behind and start fresh JUST assume because i read some post that 301 will carry any bad thing to new site too) The reason i do not want to 301 from abcshoesonlinestore.com to abcshoes.com is because those many pages is ranking top 3 in GOOGLE ( i worry will lose this ranking since this bringing traffic for us) Is this good idea or bad idea or any better idea or should i try to see the outcome 🙂 - the only concern is from abcshoesonlinestore.com to abcshoes.com will pose as duplicate content if i do not use 301 - or can i use google webmaster tools to remove the home page and product page for abcshoesonlinestore.com can we tell google that? Competitor purchased thousands of hidden links to our website... will it hurt rankings?
A competitor has allegedly purchased a site wide HIDDEN link on a property that links to our website. Would this link hurt our rankings? Requests to the site to remove those links didn't go well -- they state they can legally link to any site they like and are not going to remove those links. Technically speaking, this is what the link looks like in their html: Our Primary Keyword The thousands of hidden links from this website will now vastly outnumber our existing backlinks.

Seasonal links, seasonal ranks
As the garden season begins to wane I notice yet again how my ranking for some garden specific terms - eg ' garden tealight holders' start to rise again.Since I am doing nothing much I can only assume that my competitors have moved their focus to more winter based merchandise. Does anyone have a good understanding of how some websites are able to acheive high rankings during peak season only? I am assuming they are buying advertising (with the follow) for say 3 months before the season peak and manipulating internal linking to direct link juice from one section of the website to the other. Is this strategy risky. Has Google ever made mention of this issue?
