How to dismantle a link building scheme?

My team performs SEO only in the real estate space. While doing some research recently we came across a semi-elaborate link building scheme by one of our competitors.
This SEO firm built a dummy real estate resource site with lots of general content, nofollow links to brands (e.g. NYT, Fannie Mae etc.) for validation and links for high-valued keywords pointing to their clients' sites. Basically the whole site is a clever front to help their clients rank. Still, it seems to be working for them (at least for now), which I'm guessing is due to lack of strong competition and the site being quite old. Oh, and they also charge to become "affiliates" on the site, i.e. paid links disguised as non-paid.
I reported the scheme via the Search Console. Anything else we could do? Have any of you had experience dealing with this kind of link scheming before? Any guidance is appreciated.

I understand Google is saying that they take action on paid links. But, there is no way really for them to find that out, is there? (unless it's explicitly said so somewhere on the website).
About follow links - if correlation between follow/nofollow is "good" - let's say only 5-10% of all outgoing links are follow, then it's not gonna be considered spammy, cause it's quite natural.

Thanks for the quick answer Dmitri. Apologies, my question was worded poorly.
The nofollow links are only to known brands. Links to their clients are follow. So they charge clients (and whoever else is willing to pay) to get follow links. Isn't that textbook black hat?

Hi there.
Well, you can't really report them. I mean you can, but it won't help. Basically, you are trying to report a normal website with nofollow (read no spam) links, with some information (as long as it's not autogenerated, read not spammy content). So, what I'm trying to say is as long as that website doesn't perform any spammy actions like generated content, bunch of follow links and such, it wouldn't matter what the "real" purpose of the website is.
A non-spammy website, which functions, looks, being updated from time to time will not be considered spammy, just because it helps your competitors.

Increase in spammy links from image gallery websites i.e. myimagecollection.net
Hi there I've recently noticed a lot of spammy links coming from image gallery sites that all look the same, i.e.: http://mypixlibrary.co/ http://hdimagegallery.net/ http://myimagecollection.net/ http://pixhder.com/ Has anyone else seen links from these? How Can I Safely Establish Homepage Relevancy With Internal Keyword Links?
My website has roughly 1000-2000 pages. However, our homepage is lacking relevancy as to what it is about. One way that I'd like to tackle this problem, is by updating many of our pages with internal linking. I often hear, use exact keyword links with caution, but have assumed this mainly referred to external backlinks. Would it be a disaster to set up our single most relevant keyword on about 300 pages and point it to our homepage? There are breadcrumbs on our site, but the home link uses an image (It's a picture of a house, if you're curious.) Am I better off just to change that to our most relevant keyword? I could use any advice on internal links for establishing better homepage relevancy. Thank you!

Link building - BBB, high quality associations and also botw.org
Hello, We would like to gain some quality links to compete with the competition. We already have about 70 backlinks. We are an eCommerce site. We are thinking of adding the following links: BBB online 2 high quality PR5 associations in our niche (one is $500 and the other is $200) A couple of less expensive but still quality partner listings, probably in the $40-100 range botw.org For current and future Google standards, do you think these will improve things? Should I Disavow Links if there is No Manual Action
Hello, I just recently took on a client that had hired a very black hat seo and used their service for roughly two years. He outsourced link building and the link profile is full of spun articles and blog commenting on chinese websites etc… The anchor texts/pages used for all this spamming no longer rank, but there is no penalty in Webmaster tools manual actions. I was thinking about disavowing some of the obviously spammy backlinks that exist but would that be raising a red flag that could lead to a manual action and even more negative movement? Have you ever heard of anything like the situation i'm dealing with where its obvious the pages have been hit but there is no manual action?  What do you all think/suggest?  And Should I disavow some terrible links and potentially open a can of worms?

Link Espionage?
Can anyone tell why pages like this are linking to our site? http://iga.edu/facebooktabs/images/inscribirse/formulario/en/noclosingcost.html This .edu page looks benign, however if you read it, it wont take long to see what appears to be machine generated content related to finance. It has ONLY ONE outgoing link and it to my site. To me it seems to be an attempt to make us look like a link buyer. We aren't! There are dozens of these type of pages linking to us. Competitors using unsavoury methods of link building. How to combat?
A lot of my competitors are using a lot of unsavoury/old-fashioned SEO methods to build links but are actually doing really well from it. A few different competitors are buying links in directories, using blogspam comments, forum posts, buying links in other places. The problem is, they all seem to be doing very well with it! What I've always been taught is that these methods are out and they could actually harm you - yet I haven't seen this happen to my competitors. Should I be using these spammy methods too or just concentrate on building quality content and high quality link building?

Purchasing an EXPIRING domain with quality related links
I'm about to purchase a domain that has highly trusted links pointed to it. I would like to 301 redirect that domain to point to a brand new domain in the same niche. Some of the links that the expiring domain would take me a long time to obtain so I am thinking to use this method to my advantage. I know that this is not really a legitimate way to go to build backlinks, but surely this is going to give me good serp improvement which is my main concern at the moment. I am going to test this method to see if it benefits me in anyway but I would like some opinions to this please.
