On-Page Optimization Question

My company sells Blue widgets and we are located in Denver, CO.
Keyword research indicates that the the highest volume phrase is "blue widgets for sale in denver co". Should my meta title tag be: Blue Widgets for sale in Denver CO , and my h1 tag be the same? or should they be semantic phrases?
Thanks in advance!

Wrong page ranking on SERP, above more relevant page
Often I will see the wrong page, something less relevant to a particular search, appear higher on the SERP than a more relevant page. Why does this happen and how can it be remedied? I found this Moz article, has anything been written on this topic more recently. Thanks! https://moz.com/blog/wrong-page-ranking-in-the-results-6-common-causes-5-solutions

To redirect or not to redirect...That is the question
We have old product data that is being updated (approx 30k sku's). Most of the old pages have been indexed and drive the majority of our online sales. But, the updated products have different titles, H1's, etc and have been re-formatted for the better in terms of usability. So, should we redirect thousands of pages to the new pages? Will Google be ok with that?...or should we reformat the current url's with the new data? And, if we reformat current url's with new data...the fear is that the on-page elements that the pages are being pick up for will get wiped out, (be it the H1 in some cases or the title or alt tag for another, etc) because it's simply too much to retain them during the import. On page link question, creating an additional 'county' layer between states and zips/cities
Question We have a large site that has a page for all 50 states. Each of these pages has unique content, but following the content has a MASSIVE amount of links for each zip AND city in that state. I am also in the process of creating unique content for each of these cities and zips HOWEVER, I was wondering would it make sense to create an additional 'county' layer between the states and the zips/cities. Would the additional 'depth' of the links bring down the overall rank of the long tail city and zip pages, or would the fact that the counties would knock the on page link count down from a thousand or so, to a management 50-100 substantially improve the overall quality and ranking of the site? To illustrate, currently I have State -> city and zip pages (1200+ links on each state page) what i want to do is do state -> county (5-300 counties on each state page) -> city + zip (maybe 50-100 links on each county page). What do you guys think? Am I incurring some kind of automatic penalty for having 1000+ links on a page?

Old pages
I have a site where I have 5,000 new products each year, I never waned to deleted the old pages due to links pointing to them and keywords. But I now have 20,000 plus pages, does having that many pages spread out my link juice or does it effect me in any other ways over having a site with 5,000 pages or should I keep not deleting old pages so I dont loose any links? Along with that I currently do not link to my old pages from my site so Im guessing google does not get to them very often if at all, if you agree to still keep them should I link to them somewhere? Because the products are not that simiiar and they do bring added value I dont think canonical would work here

On Page Optimisation Reports
Firstly sorry if this has already been answered - I did look I promise.
On-Page Optimization | | Jock
Secondly sorry if the answer to this is blatently obvious! In the process of trying to optimise my landing pages, I am using On Page Optimisation reports. I have several (ok lots) with F grades which is not surprising as the landing page is not the landing page optimised for a certain keyword. If I change the landing page to the one that I have for a certain keyword then hey presto A or B grade (clever me)! Now here's the thing - presumably the landing page that is listed by default is the one that Google "sees" for a particular keyword. How do I change this if I can or do I have to be patient or am I just being plain daft?! Many thanks0 -
Page URL Hiearchy
So I have read on here that page URL Hiearchy is important. My question is from a search engine standpoint which of the following methods would be the best to use (or another if not listed) COMPACT and naturally hierarchical MountainBiking.com MountainBiking.com/adventures ( a list of the pages below ) MountainBiking.com/adventures/in whistler (for each page) MountainBiking.com/adventures/in utah OR VERBOSE but reptetive MountainBiking.com MountainBiking.com/Mountain Biking adventures ( intro + a list of the pages below ) MountainBiking.com/Mountain Biking Adventures/Mounting Biking adventures in whistler MountainBiking.com/Mountain Biking Adventures/Mountain Biking Adventures in Utah It seemed like the blog I read suggested the compact form, but it seems to me that the verbose (though admittedly a bit clunky) seems better so far as exact keyword match etc. Experience and or advice on this?

Why home page ranks higher than keyword-optimized page
We have a page that is optimized for the keyword "job scheduling". A search on the keyword "job scheduling" results in this page not ranking at all, while our home page (uc4.com) ranks third. Could you provide some ideas/suggestions as to why this would be the case and how to make our job scheduling page rank higher? Thanks, claudia
