Backlinks on sites that aren't relevant, how does google determine relevancy?

I have a competitor who I've talked about on here before about how they passed us in ranking for our main keywords and that they were a new site ( less than 6 months old ).
Well after further digging a few things were found out:
- Our site seems to have a penguin penalty causing our keywords ( a group of synonyms as well ) from ranking better than rank 30.
- As well our competitor has been using this weird backlink tactic of using SEO sites ( a friend? ), a parent site to prop it up ( footer links and others ) as well has links inside articles that aren't relevant as in having a commercial niche page inside a lawyer site page talking about phone dialing. Then the low DA directory sites.
I'm curious as to if penguin algo will catch them once it comes out, if not penguin a manual review would certainly catch their tactics, but this site is doing everything else other than proper SEO.

As for Rebecca's questions: It's a algorithmic bad ranking penalty, still call it a penalty since it's penalizing us and reason I think it's penguin is the site in question has traffic patterns that best fit a site suffering from panda and penguin issues. Panda is part of the core algo and hasn't recovered from a single keyword and it's synonyms ranking better than page 5. Penguin is the only algo left that corresponds to the traffic being lost as far back as April 2012. Other reason I say it's penguin is the client's backlink profile is horrid, over 20% follow links are that keyword or synonym anchor text to crap sites, if that's not the trigger for the penguin issue then I'm getting results from doing the wrong things.
Both our redesign and link cleanup have directly increased keyword ranking however every increase that happens isn't passed page 5, I've seen it one page 4 before but only for a day, nothing longer. So it seems to be able to rank higher but is kicked back almost right away faster than it increased. Really seems like it's being " adjusted " after going passed page 5.

First, when you say you have a Penguin penalty, are you talking about a manual penalty where you got a message from Google in your GSC account? If not, it's not really a penalty so much as it's just how the algorithm currently affects you. I'm not just being pedantic here about how as SEOs we often label things as penalties when they're not. How you approach a penalty is very different from how you approach an algorithmically bad ranking.
Second, we can speculate that the upcoming Penguin update might be better at catching crappy links like the ones you described, but no one can say for sure. Sometimes updates live up to the hype, and sometimes they don't. I think we all have our fingers crossed, though.

As SEOs who are trying to do linking the "right way" by getting on-topic, relevant links, it's frustrating for us to see sites rank that don't seem to "deserve" to rank because they have so many off-topic, low quality links. We really hope that Googles' penguin update will fix this--but I don't have high hopes.
All we can do is continue to look for and obtain high quality, on-topic links--and report spam to Google when we come across any link networks or link spam. If you see a weird link tactic or link network, Google does have a way to report it: https://support.google.com/webmasters/answer/93713?hl=en

Spam links in spam analyses tool: Referral page doesn't exist anymore
Hi, I have the following problem: The spam analyses tool in MOZ gives me a few links with a spam score of 10 and 9. I want to remove those links and try to contact the webmaster before disavowing the links. I read about being careful with too much disavowing. Unfortunately removing the links isn't possible because three different reasons: The page/subdomain of one referring website that should have a link to my website doesn't exist anmymore (compliance.ikkiesvoorverandering.nl/). The website http://ikkiesvoorverandering.nl does exist, but is almost empty and there is no possibility to contact the webmaster. What do you guys recommend to do in this situation? Any experience with this problem? On another website (with again no contact option) there is a link who directs to a former website, which has a redirect to my current website. I have no Google search console on that old website anymore. Does that make it impossible to disavow the link? What are other option to remove this link? The website that comes up in the spam analyses tool is pretty much empty (http://veensma.jouwbegin.nl/). How can I delete a link from an empty website? Any thoughts? I hope someone can help me with this, Would be glad to here from you 🙂 Lars

I have well over 110 identical backlinks of widely varying quality - is it worth taking the page they're linking to down?
The site on which I'm working has been experiencing a month-to-month decline since the Panda and Penguin updates - I didn't get an unnatural links notification, but have clearly fallen off the face of Google with many of the more important rankings. After running a scan on my backlinks, I found over 110 identical backlinks (it looks like the same medical definition and my website is listed in the endnotes as a source - just the URL, not anchor text), some from reputable websites with high pageranks and others that look very 'spammy.' We've redesigned the architecture of the site, so the actual link itself has a 301 redirect on it, but I'm just wondering exactly how much of a liability is it to have these links out there? I'm guessing it's an all or nothing kind of thing given the identical content on each page - on one hand, I'm pretty frantic to get to the root of the Google penalties and get back in their good graces. On the other hand, I don't want to kill the site completely by going after a set of valuable links. Has anyone dealt with this before?

When does Google Webmaster update your links to site??
Hi everyone We removed a load of links from a site over 2 months ago but they still show in Google webmaster tools. I understand Google will not be reading this links as they were removed so long ago. However I just was interested when Google might update these as not showing as linking to us anymore. I like to try and keep things tidy and its a bit frustrating it would be good to be 100% sure what Google is counting at any given time. Cheers James

How do I help an author of family histories and biography's reach her niche's
Please have a look at this site for me http://www.louisewilson.com.au/ louise also has about six blogs on different books she has written. She has sold a few thousand copies which is great and has help people find out where they came from. Not many of these people have linked to her site's and she is not getting the traffic she deserve's for lots of long tail keywords and some broader ones. What simple on page changes can she make and what would be the best broader keyword's to go after. What would a good strategy be she has a very small ( tiny ) budget but can write and is enthusiastic , It's also a great way for her to be involved with people who are interested in simalar thing's. Oh yeah she has never used facebook of social networks how could she effectivly market her books and engage with potential reader's. Thanks in advance Oh and by the way Im not getting paid to help her Just incase you think i'm trying to get you to do my work for me. I just think this is an interesting case. I do do sales for an IT and SEO company but she is not one of our clients. So far I have just explained to her about keywords in titles meta tags and internal linking and just explained to her a bit about link building. But really need some help thanks very much. Finding competitor's 301's
Is there a way to find out what domains a competitor has 301'd to their main site? I am wondering if a competitor has hidden back links using a 301'd site.

Anything to bear in mind when setting up a related 'family' of sites with linking between them?
We've spun out content from a single finance related news/analysis site (running for about 2 years) into several topic-specific sites on individual topics (markets, investment etc etc). They're all on the same server, use the same CMS (using a multisite setup), and share largely the same codebase, though obviously with customisations for the site names, and we've made sure each has a distinct identity. At the bottom of each page, we're linking to 'latest posts on the network', aggregating the 5 most recent posts from all the sites and displaying them in the footer. We've obviously made sure the actual content is completely unique on each site though. Just wondering if anyone has any tips about ensuring we don't dilute our SEO too much. and how to maximise our effectiveness?

Website dissapeared out of Google
Hi Everyone, About 2 months ago i launched a website called http://spelenroulette.nl, i did some linkbuilding for this website in the meantime with other roulette/gaming related websites and the website got a bit up in Google. But when i was checking my rankings today the frontpage of this website doesn't show up on the first 80 pages? Only some subpages are still on the same positions. Could this be for a rank-update like these happens all the time and your site dissapears from Google for several days, or could this be because of wrong/too many backlinks or something completely different?
