Why is this working for a competitor? Non-relevant backlinks helping them out?

A competitor is using a weird strategy, one I know isn't legit, however it's not only helping them, but doing in with a lot of speed.
I've ran their info through ahref, majestic, moz, semrush and for backlinks they have 225ish, here is their breakdown.
169 follow links from their parent distributor site ( which is located in their parent's site's footer )
and then 3 to 5 links from sites that relate to SEO, marketing, unrelated things like pocket calling article and comment spam.
maybe 5 of those links are from anywhere close to a related site, and those are from spammy directories from out of country.
Why would these backlinks be helping them so much, and how can I get in front of them when these craptactics are working for them?
They have 250 backlinks - 25 of them are follow
We have 300 backlinks - 90 are follow and from relevant sites like EPA.gov, some EDUs and related sites to our niche.
Some explanations or words of wit would really be helpful here, as I feel like something isn't adding up.

It's pretty hard, even from a creative standpoint ( of which I have experience in as an artist / maker )
After:
- content marketing
- scholarships ( only a few, were not rich )
- projects on manufacturers sites
- proper directories that people still use
- sending our resource links to service oriented sites for their customers
- Local businesses in form of local directory
The backlink grab bag grows smaller and smaller for this niche, gotta remember that our niche is so small and particular that mobile and tablet traffic isn't big at all, since our most popular customer type is a male in their 40s - 50s working either as a contractor or a small biz owner. There aren't many sites that even talk about our niche, let alone people actively interested in it, unless they need them.
I've been struggling for the past 6 months on backlinks, and previous SEO companies have as well before me. It's bad enough that when I do competitor backlink audits, I see the same directories, spam comments, article spins, unrelated content like article spinning and lots of sister sites being created just to link back and forth to.
Any suggestions in the creative backlink field would be honored at this point. As it is now, I send out about 10 to 15 emails daily to sites I feel would benefit from our large amount of help content I've created over the last 6 months, something our niche competitors have slacked bad on, while our customer's have called and complimented us on it, other sites could care less, even more so when I ask to link back in some " clever or even outright " fashion.

Good questions...
1. No, it is not good practice to get links from an SEO site or unrelated sites, but that doesn't mean Google will catch it.
2. Sometimes, unrelated links are really good. For example, imagine a customer leaving a review for you on their own blog.
3. There is very little evidence that the relevancy of the linking page actually promotes rankings.I doubt that it is really harder to win the lottery than to get links, even in NSFW niches. You just have to be creative.

What confuses me is where their follow links come from,
How is it even good practice to have backlinks from my own personal SEO site, or an article about phone calls when I sell commercial building supplies? Not to mention the bulk of their links having nothing to do with their niche that their site operates in?
Google says to get backlinks from relevant sites, this is where I am not following. How do they even have good links, if they aren't relative to commercial building supplies? And since they aren't relevant why are they helping them out so much? I've been following this site for the past 5 months, I can answer almost any question you might have about them.
Please ask a few to gather what you would need to know so maybe I could stop tearing my hair out.
As to the gathering good backlinks, in our niche, you're more likely to win the mega millions with one ticket ( goes out an plays ).

Thanks for the question. It would be hard to know exactly without seeing the example sites, but there are many possible issues at play...
1. Is the competitor site using manipulated anchor text (ie: keywords as anchor text)
2. Do their links tend to point to the homepage while yours are dispersed across your site?
3. Is it possible they have other sources of links which aren't disclosed in 3rd party tools (like a 301 redirected site that blocks links)There are any number of potential issues here. However, judging from the numbers you describe, there seems be a really simple solution... go get more good links!

Backlinks with high DA but PA1
Whenever we get new backlinks, its always on a PA 1 page, does this pass a lot of link juice as long as the DA is high? I know the PA can go up by promoting the page, but i rather promote my own website than one page linking to my site. Any thoughts on this?

If possible, please help me analyse my backlink profile
Ok i have been reading and reading on seo, and been using ahrefs tool to really understand the problem my site is having. if possible some help would be great please so some of the issues and questions. My website is ppp.net.nz and i have been using ahrefs to analyse. 1 - for both backlinks and domains, there has been a significant loss. what does this mean. are they the bad ones, temporary ones? shoudl i be glad im loosing stuff since they might be the ones i dont want? over the last few days it has been leveling out so is that a good sign? 2 - looking at achors text, the majority is for hawkes bay weddig photography. i know this is not right and i need to work on this to make more anchor text about ppp.net.nz, picture perfect photography, etc. is that right? 3- staying with anchor text, i noticed i have lots of anchor texts with terms that are not completely related to mine. this is very worrying. does that mean other people are linking to my site, or has someone hacked into my account, or someone is doing this to hurt my profile? my website is a WP site. i assume it is imperative that i remove all these bad backlinks, even though they are smaller amount. but then they do add up to quite a big chunk. 4- staying with point 3, i checked the backlinks and i do get around 6-10 a days with weird text. i assume backlinks mean links to are going to places and linking back to me? but can this also mean other people just linking to me directly? if so, can this be done via the comments in Wordpress? 5- i have asked people to do SEO for me before, and being ignorant back then, i was happy to see lots of backlinks but i understand now they would hurt me. Now for me to remove them, i know i have to contact the webmasters. But can I contact the person that I hired and get them to remove from our end, instead of from the webmasters' end? When do backlinks start helping?
I have been working hard at getting quality backlinks but I had a lot of keywords slip in rankings this week. This may because I have been extremely busy for a week and haven't added a lot of content to my site. But I thought the backlinks would be helping. How long does it take backlinks to start boosting your site and what results should I see? I am focusing on getting backlinks from a site with a PR of 7. The others have a PR of 4-5. They are the BEST sites in my niche.

Why is a website with no backlinks beating me?
In Sydney we have an import car dealership and even though it does not show any backlinks to it: http://www.opensiteexplorer.org/links?site=www.edwardlees.com.au%2F (make sure to search on Google.com.au for any relevant keywords I mention) However this website is ranking at the top for many competitive keywords, for example: 'japanese imports' It is dominating. Our website has many backlinks: http://www.opensiteexplorer.org/links?site=www.sportsautogroup.com.au But no keyword rankings. I understand we need to fix up our on Page SEO, but how does our EdwardLee's rank top with no backlinks?? Or is the tool just missing data?

How good is a backlink that's in the footer
Hello, The strongest site in our industry (according to domain authority and excluding wikipedia) said that they would put a sitewide link to us in their footer. We're good friends with them. It would be right next to the copyright. Our site is nlpca (dot) com The partner site is nlpu (dot) com The link will say something like "More NLP Training" with the "NLP" as the link. We're targeting the keyword "NLP" How much will this move us up for the keyword "NLP"? Right now we're on the 3rd page for that term. I also want to make sure that it's a white hat move. Thanks!

Can You Rank Without Backlinking?
With all the new emphasis on on-page metrics and social metrics, would it be possible to rank well without putting much emphasis on backlinking if your content is significantly better than the rest of the ranking pages? Say #1 to #5 are pages of 500 word generic content. We come in with 2,000 word specific, high-quality content. Can we get by without spending as much time/energy on backlinking? Would the on-page factors make up for it, or has the game not changed that much?
